ADOPTING THE STATISTICAL FRAMEWORK FOR THE SCIENCE,
TECHNOLOGY, AND INNOVATION (STI) SECTOR AND CREATING THE TECHNICAL WORKING GROUP (TWG) ON STI STATISTICS FOR THE CORDILLERA ADMINISTRATIVE REGION (CAR)

WHEREAS, Science, Technology, and Innovation (STI) is recognized as one of the main drivers of economic growth as presented in the Philippine Development Plan (PDP) 2017-2022;

WHEREAS, STI plays an important role in the achievement of the overall goal of a “Healthy and Resilient Philippines and in contributing to inclusive economic growth under the new normal;

WHEREAS, the programs, projects, and activities (PPAs) that aim to advance and strengthen STI of the country were identified and discussed in Chapter 14 of PDP 2017-2022  and the regional PPAs where identified in same chapter in the CAR RDP 2017-2022;

WHEREAS, the statistical framework for the development of STI statistics is identified as one of the major activities in Chapter 20: Science, Technology, and Innovation Statistics of the Philippine Statistical Development Plan (PSDP) 2018-2023;

WHEREAS, STI increases the country’s potential for economic growth by advancing and scaling up the adoption of technology and accelerating innovation that addresses the challenges in the different sectors of society posed by socio-economic threats;

WHEREAS, adoption of the Statistical Framework for the Science, Technology, and Innovation Sector as endorsed by PSA Board Resolution No.10 is necessary to successfully implement the statistical framework for the STI, and systematize the development of STI statistics in the region; 

WHEREAS, the Cordillera Administrative Region (CAR) Regional Development Plan (RDP) 2017-2022 also discussed the the programs, projects, and activities (PPAs) in regarding STI for the region in Chapter 14;

WHEREAS, collaboration among actors and stakeholders in the STI ecosystem is needed to pursue the implementation of the identified PPAs on STI in the PDP/RDP 2017-2022, enhance statistical frameworks and develop STI statistics as identified in the PSDP 2018-2023;

WHEREAS, the creation of a Technical Working Group (TWG) on STI Statistics is necessary to serve as the venue for discussion, monitoring, review, and recommendation of strategies to implement the STI frameworks and gather/compile related statistics;

 

NOW, THEREFORE, on motion duly seconded, BE IT:

RESOLVED, AS IT IS HEREBY RESOLVED, that the Regional Statistics Committee (RSC) – CAR adopts the Statistical Framework for the Science and Technology Innovation (STI) Sector as endorsed by PSA Board Resolution No.10, series of 2021;

     RESOLVED FURTHER, that the RSC-CAR creates the Technical Working Group (TWG) on STI Statistics with the following composition and terms of reference:

                           2. Department of Trade and Industry (DTI)
                           3. Department of Information and Communications Technology (DICT)
                                         4. Intellectual Property Office of the Philippines (IPOPHL)
                                          5. Commission on Higher Education (CHED)
                                          6. Jaime V. Ongpin Foundation, Inc. (JVOFI)
                                          7. Tebtebba Foundation (Indigenous Peoples’ Centre for Policy Research and Education)
                                          8. Benguet State University (BSU)
                                          9. Saint Louis University (SLU)
                                        10. University of the Cordilleras (UC)
                                        11. University of the Philippines(UP) - Baguio
 

Terms of Reference:

  1. Assess and classify available regional and/or provincial STI indicators based on definition, methodology, coverage, frequency of release, disaggregation, among others:
  2. Ensure that the concepts and definitions are aligned with internationally-agreed guidelines and recommendations;
  3. Identify additional indicators that are crucial for policymaking, promotion, development, and evaluation of the STI sector in the region and in the provinces; and
  4. Monitor and submit reports on the progress of its work, including recommendations to the RSC-CAR thru the Secretariat.

RESOLVED FINALLY, that copies of this Resolution shall be forwarded to concerned agencies for their information and/or appropriate action.
