WHEREAS, Section 6 of Republic Act no. 10625, otherwise known as the Philippine Statistical Act of 2013 mandates the Philippine Statistics Authority to prepare and conduct periodic censuses on population, housing, agriculture, fisheries, business, industry and other sectors of the economy;
WHEREAS, EO 352, otherwise known as the Designation of Statistical Activities That Will Generate Critical Data for Decision-Making of the Government and the Private Sector, issued on 01 July 1996, designates the conduct of the Census of Agriculture and Fisheries (CAF) every ten years with the objective of providing government planners and policy makers with data on which to base their plans for the country's development;
WHEREAS the Census of Agriculture and Fisheries (CAF) is a large-scale government undertaking that is geared towards the collection and compilation of basic information on the agricultural and fishery sectors in the Philippines;
WHEREAS, the objectives of CAF are to determine the structural characteristics of agriculture and fishery sectors in the country; provide sampling frames for the conduct of census’ periodic agricultural and fishery surveys; provide basic data on the agriculture, aquaculture, and fishing characteristics for use in the government’s national and local development planning; and provide data on the agricultural, aquaculture, and fishery facilities and services available in the barangay;
WHEREAS, the latest CAF was undertaken in 2013 with 2012 as reference year and the next census will be conducted in September 2023 with 01 January to 31 December 2022 as reference period;
WHEREAS, the PSA has an organized field staff complement in all regions and provinces with the expertise to carry out data collection activities;
WHEREAS recognizing the increasing importance of the census data in meeting data needs at the lowest geographic level, the assistance provided by government agencies, government-owned and controlled corporations, and local government units (LGUs) to the PSA, as in previous censuses, will be instrumental to the success of the 2022 CAF;
WHEREAS, covered individual citizens and residents are enjoined to cooperate with the PSA and its census enumerators in the conduct of the 2022 CAF;
NOW, THEREFORE, on motion duly seconded, BE IT:
RESOLVED, AS IT IS HEREBY RESOLVED, that the Regional Statistics Committee-Cordillera Administrative Region (RSC-CAR) enjoins all stakeholders and the general public in the region to support the conduct of the 2022 Census of Agriculture and Fisheries (CAF).
