WHEREAS, the Philippine Development Plan (PDP) 2017-2022 considered tourism as one the priority sectors with the greatest potential in contributing to the achievement of the Ambisyon 2020 that every Juan and Juana to have a “Matagtag, Maginhawa at Panatag na Buhay”;
WHEREAS, the Tourism Satellite Accounts (TSA) is a standard statistical framework and the main tool for the measurement of the economic contribution of tourism, developed by the UN World Tourism Organization (UNWTO), the Organisation for Economic Co-operation and Development (OECD), the Statistical Office of the European Communities (Eurostat), and the United Nations Statistics Division (UNSD);
WHEREAS, the earliest efforts to identify the impact of tourism activities to the Philippine economy started in 1988 and the establishment of Philippine TSA was undertaken in 1997 and produced initial PTSA estimates covering period 1994 to 1998, and the annual official release of PTSA started in 2011 covering the period 2000 to 2010;
WHEREAS, the Cordillera Administrative Region (CAR) TSA is the first regional TSA in the country with the objective of compiling relevant tourism statistics to account the economic contribution of tourism in the region’s economy adopting the Tourism Satellite Account: Recommended Methodological Framework 2008 (TSA: RMF 2008) and the International Recommendation for Tourism Statistics 2008 (IRTS 2008) as the guiding frameworks;
WHEREAS, the Task Force (TF) on Tourism Statistics was created by virtue of RSC-CAR Resolution No. 07, series of 2018 to provide data and technical support to PSA-CAR in the development and compilation of the regional TSA;
WHEREAS, the TF was reconstituted to a Technical Working Group (TWG) by virtue of RSC-CAR Resolution No. 06, series of 2020, expanding the function of the TF to cover other tourism-related data and ensuring the continuity of the plans and activities of the project;
WHEREAS, the final results of the CAR TSA underwent series of consultations and validations through Technical Working Group (TWG) meetings, workshops, stakeholders’ forum, and technical sessions;
WHEREAS, the results of the estimation of the CAR TSA covering the period 2016 to 2019 were presented and approved by the National Statistician last 17 June 2021;
WHEREAS, the Committee acknowledges the pioneering effort in coming up with regional tourism accounts and underscores the importance of the CAR TSA as an integral input to planning and decision-making in the region;
NOW, THEREFORE, on motion duly seconded, BE IT
RESOLVED, AS IT IS HEREBY RESOLVED, that the Regional Statistics Committee-CAR duly endorses the CAR Tourism Satellite Accounts (TSA) 2016-2019 to the Regional Development Council (RDC) - Cordillera Administrative Region (CAR) as input for regional development planning and policy formulation;
RESOLVED FURTHER, that the CAR TSA 2016-2019 is also endorsed to the different sectoral committees of the RDC and other regional stakeholders;
RESOLVED FINALLY, that the Committee, thru the Secretariat, shall monitor the policy uses of the CAR TSA.
