WHEREAS, the annual celebration of the National Statistics Month (NSM) is pursuant to Presidential Proclamation No. 647 issued on 20 September 1990 by then President Corazon C. Aquino declaring the month of October of every year as the National Statistics Month to enhance awareness and appreciation of the value and importance of statistics to the different sectors of society;
WHEREAS, coinciding with the 33rd NSM celebration in October 2022 is the conduct of the 15th National Convention on Statistics (NCS) which is conducted every three years by the Philippine Statistical System (PSS) by virtue of the Philippine Statistics Authority (PSA) Board Resolution No. 01, Series of 2017 - 073 “Approving the Conduct of the National Convention on Statistics Every Three Years”;
WHEREAS, the NCS aims to: a.) provide a forum for exchanging ideas and experiences in the field of statistics and for discussing recent statistical developments and prevailing issues and problems of the PSS; and b.) elicit the cooperation and support of statisticians and professionals in related fields from the government, academe and private sector towards a more responsive statistical system;
WHEREAS, the 33rd NSM and the 15th NCS carry the theme, "Boosting the Country's Recovery with Informed Decisions, Better Policies", which focuses on the role of quality statistics as an instrument to better-informed policy and decision making, and formulating initiatives toward inclusive economic recovery;
WHEREAS, statisticians, statistical practitioners, researchers, members of the academe, students, representatives from the media, and other partners from both the government and private sectors are encouraged to submit and present papers in the 15th NCS to be held in Crowne Plaza Manila Galleria in Ortigas Ave. cor. Asian Development Bank Ave., Quezon City on 03-05 October 2022;
WHEREAS, paper presenters shall accomplish and submit application forms, abstract and final manuscript of papers by accomplishing Bulletin No. 1: Call for Papers for the 15th National Convention on Statistics which forms part of this Resolution;
WHEREAS, the public and private agencies are likewise encouraged to conduct virtual, face-to-face, or hybrid activities in support of the 33rd NSM for the whole month of October 2022 following the established public health and safety measures against COVID-19. These activities may be in the form of symposia, workshops, orientation seminars, exhibits, slide shows, and publication of statistical reports, indicators, and other relevant information in accordance with the capabilities of the participating agencies and organizations, and to display/hang the NSM streamer and NCS posters in office building facades and/or posting of the digital poster of the NSM on their official websites, Facebook Pages and social media accounts;
NOW, THEREFORE, on motion duly seconded, BE IT:
RESOLVED, AS IT IS HEREBY RESOLVED, that the RSC-CAR enjoins all public and private agencies in the Cordillera Administrative Region to support and actively participate in the 33rd NSM celebration and 15th NCS this October 2022;
RESOLVED FURTHER, that the different government agencies, local government units (LGUs), and the private sector enroll NSM activities by accomplishing PSA-NSM Form 1: Call for 33rd NSM Activities and submit to the RSC-CAR/PSA-NSM Secretariat by 30 July 2022 for consolidation to become the 2022 NSM Regional Calendar of Activities;
RESOLVED FINALLY, that the agencies, LGUs, and institutions shall furnish the RSC-CAR through the PSA-CAR as RSC Secretariat with reports on the conducted NSM activities on or before 15 November 2022 for documentation.
