WHEREAS, one of the functions of the Philippine Statistics Authority (PSA) is the compilation of national accounts as stated in Section 6.g. of Republic Act 10625 Series of 2013;
WHEREAS, the PSA uses the System of National Accounts (SNA) as basis for the compilation of economic accounts, i.e., the Gross Domestic Product (GDP) for the national level and Gross Regional Domestic Product (GRDP) for the regional level;
WHEREAS, both GDP and GRDP estimates are valuable inputs in development planning, policy formulation and monitoring programs and activities;
WHEREAS, there is a clamor for more granular economic accounts specifically for the local government units (LGUs) as bases for more responsive and more precise policies and development programs at the local level;
WHEREAS, the City Government of Baguio thru the City Planning and Development Office (CPDO) expressed their desire and their support for the compilation of City Product Accounts;
WHEREAS, in order for PSA-CAR to come up with estimates, various data are needed to be gathered and arranged according to the compiling standards of the SNA, and these data will come from the results of censuses and surveys, administrative reports of government offices and private establishments;
WHEREAS, the availability of data and data support from concerned government agencies, city departments and offices and the private sector are crucial in coming up with reliable estimates of the City Product Accounts of Baguio City;
NOW, THEREFORE, on motion duly seconded, BE IT:
RESOLVED, AS IT IS HEREBY RESOLVED, that the RSC-CAR enjoins support of the Regional Line Agencies, City Departments and Offices, and the Private Sector to provide the data needed in the compilation of City Product Accounts of Baguio City;
RESOLVED FURTHER, that the City Government of Baguio thru the CPDO shall play a major role in the logistics of gathering data and orchestrating compilation activities from different agencies especially from concerned City Departments and Offices;
RESOLVED FURTHERMORE, that the data source agencies/offices shall adhere to standard classification systems, specifically the Philippine Standard Industrial Classification (PSIC) to meet the statistical standards and requirements for economic accounting;
RESOLVED FINALLY, that PSA-CAR and the CPDO shall create databank and/or database for the City Product Accounts and shall ensure the confidentiality of data gathered from various sources.
