WHEREAS, the National Statistics Month or NSM is celebrated every October annually pursuant to Presidential Proclamation No. 647 dated September 20, 1990 signed by then President Corazon C. Aquino;
WHEREAS, the celebration of NSM has two-fold objectives, namely: 1) to promote, enhance and instill nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society; and 2) to elicit the cooperation and support of the general public in upgrading the quality and standards of statistics in the country;
WHEREAS, every NSM celebration, the NSM-Technical Working Group meet and discuss activities to be conducted in relation to the NSM theme which is different every year. These activities can be motorcade, opening and closing ceremonies, Kapihan, exhibits and Forum depending if funding is available and sufficient funds;
WHEREAS, these activities are properly documented and every year a report is submitted to the Central Office of the National Statistical Coordination Board for inclusion in the Search for the Best NSM Region;
WHEREAS, the NSM-Technical Working Group (NSM-TWG) during its post-assessment last November 2009 observed that for the past ten (10) years of celebrating the NSM the main problem is how to funds the activities. It was also observed that sources of funds for the annual NSM celebrations were taken from solicitation from agencies and if there are agency who are willing to sponsor an activity;
NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Regional Statistical Coordination Committee, to request the Regional Development Council, to allocate funds for the annual celebration of the National Statistics Month.
