WHEREAS, the United Nations (UN)Resolution on Transforming our World: The 2030 Agenda for Sustainable Development was adopted by 193 UN members including the Philippines during the United Nations Conference on Environment and Development held on September 25, 2015 in New York City;

WHEREAS, the 2030 Agenda for Sustainable Development " is a plan of action for people, planet and properity. It also seeks to strengthen universal peace in larger freedom. All countries and all stakeholders, actig in collaborative partnership, will implement this plan;"

WHEREAS, the targets on the Sustainable Development Goals(SDGs) are built upon the achievements of the Millenium Development Goals(MDGs) which ended in 2015 and the SDGs will carry on the momentums generated;

WHEREAS, the Philippines committed to the 2030 Agenda for Sustainable Development which consists of 17 development goals covering 169 targets and a proposed 230 indicators on the economic, social and environmental dimensions of development;

WHEREAS, in the cascading and monitoring of the SDG indicators at the regional level, the Regional Statistics Committee (RSC) being the highest policy making body on statistical matters recognize the need to ‹:reate a Technical Working Group (TWG) on SDG Statistics;

WHEREAS, , the TWG on SDG will study the core global SDG Indicator Framework and identify and/or develop the sets of indicators applicable and available in the region to complement the global indicators and taking into consideration the circumstances and data needs at the national level;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Regional Statistics Committee (RSC) duly convened approves the creation of a Technical Working Group (TWG) on Sustainable Development Goals (SDG) Statistics with membership and specific functions as provided in the following sections:

  • SECTION 1. Composition of the TWG
    The TWG will be composed of data-source agencies based on the SDGs and other stakeholders and will be represented by their technical staff.

    • 2. Bureau of Fisheries and Aquatic Resources
    • 3. Commission on Higher Education
    • 4. Commission on Population
    • 5. Department of Agriculture
    • 6. Department of Education
    • 7. Department of Energy
    • 8. Department of Environment and Natural Resources
    • 9. Department of Health
    • 10. Department of the Interior and Local Government
    • 11. Department of Labor and Employment
    • 12. Department of Social Welfare and Development
    • 13. Department of Transportation and Communication
    • 14. Department of Public Works and Highways
    • 15. Department of Science and Technology
    • 16. Environmental Management Bureau
    • 17. Housing and Land Use Regulatory Board
    • 18. National Commission on Indigenous Peoples
    • 19. National Nutrition Council
    • 20. National Telecommunications Commissions
    • 21. Office of Civil Defense
    • 22. Philippine Economic Zone Authority
    • 23. Police Regional Office-Cordillera
    • 24. Watershed and Water Resources Research Center

The membership of the TWG is not limited to the abovementioned agencies. The Committee and/or the TWG may invite other agencies/institutions to sit as members of the TWG depending on the needs of the compilation of SDG statistics of the region.

  • SECTION 2. Specifics functions of the TWG.
  • The TWG will conduct Technical Workshops and other meetings to do the following:
    • 1. Study the core global SDG Indicator Framework and the identified relevant SDG indicators to be monitored in the Philippines;
    • 2. Identify and/or assess relevant SDG indicators to be monitored in the region;
    • 3. Review the availability of the nationally identified SDG indicators in the region and identify possible proxy indicators;
    • 4. Resolve statistical issues and data gaps on the identified regional SDG indicators;
    • 5. Establish procedures or system for the gathering, reporting and monitoring of SDG indicators;
    • 6. Data-source agencies to identify focal persons on the SDGs and provide available SDG statistics to PSA-CAR as the repository of all SDG statistics;
    • 7. PSA-CAR to prepare SDG Watch that will monitor the relevant and available regional indicators; and
    • 8. PSA-CAR to include a section for the SDG on its regional website.

RESOLVED FURTHER that the TWG will prepare a report of the activities undertaken and outputs/accomplishments made by the group and submit and/or report to the Committee during its regular meetings;

RESOLVED FINALLY , that copies of this resolution be furnished to all concerned agencies for appropriate action.
