The Philippine Statistics Authority (PSA) Abra Provincial Statistical Office (PSO) successfully conducted the “Rehistro Bulilit” Campaign at Sabangan Elementary School (ES), Sitio Sabangan, Alaoa, Tineg, Abra on 29 August 2024. The campaign aimed at encouraging parents/guardians to register their children to the National ID System and to bring the National ID registration services to the remaining unregistered population below five years old and also all residents who are not yet registered.  

The activity started with a briefing by Information Officer I (IO I) Angelee Ann B. Perez. She introduced the PSO Abra personnel and told the participants the purpose of their presence and what is “Rehistro Bulilit” Campaign about. IO I Perez also mentioned what to expect in the activity. Sabangan ES Head Teacher III Anna May S. Tullas gave her message. She mentioned that the presence of PSA personnel is an opportunity that the residents should grab because the agency brought their services in their sitio. PhilSys Focal Person (PFP) Jonnel P. Aveño conducted Information, Education, and Communication (IEC) campaign to enhance public awareness, particularly on PhilSys. He discussed briefly the Republic Act 11055, otherwise known as the “Philippine Identification System Act” or “PhilSys Act” of 2018. The PhilSys PFP explained to the registrants about the benefits of PhilSys and the necessity of being PhilSys-registered, especially for registrants who are members of 4Ps and social protection beneficiaries. PhilSys PFP Aveño also discussed the different forms of the National ID, the PhilID, ePhilID, and Digital National ID, which they could use in all public and private transactions. The next part of the activity was dubbed as “PhilSys Para Kay Bulilit”. IO I Perez and PhilSys PFP Aveño facilitated games to make the activity more engaging for the children and parents. PhilSys shirts and PSA tokens were given to the winners. The PSO personnel distributed school supplies to the children and snacks to parents and their children and had photo opportunity. IO I Perez delivered the closing remarks. She expressed her gratitude to the Local Government Unit of Tineg, especially to the Local Civil Registrar's Office headed by Municipal Civil Registrar (MCR) Lilet B. Calubing, to Sabangan ES and to Barangay Local Government Unit of Alaoa, Tineg. National ID Registration commenced after the short program. The Abra PhilSys Registry Team (PRT) registered 29 children aged 1 to 4 years old. Some children aged 1 to 4 years old were not able to register to National ID System because their parents/guardian don’t have their National IDs yet, some were displaying tantrums, but were persuaded to calm down by the PSO personnel, and the irises of some were hard to scan. The PRT also registered 58 registrants aged 5 years old and above. 

The activity ensured that even the youngest members of the society are recognized and that they can access essential services. The PSO continues to coordinate with Daycare centers in the province for the conduct of Rehistro Bulilit campaign to increase the registration rate for children.
