29 May 2025 — Bangued, Abra. In a significant milestone for the Province of Abra and the National Identification System, two (2) centenarian residents—Lokas D. Obngayan, aged 100, from Tui, Daguioman, and Maximo G. Agpalo, aged 103, from Maliplipit, Pilar—were successfully registered for their National IDs on May 23 and May 27, 2025, respectively. Their registration underscores the government’s continuing commitment to making public services more inclusive and accessible for all Filipinos, regardless of age or physical condition.
Mr. Maximo G. Agpalo, at 103 years old, is now officially recognized as the oldest Abrenian to be registered under the National ID system. His registration, along with that of Mr. Obngayan, reflects the collaborative efforts of government agencies to ensure that no sector of society is left behind. Mr. Obngayan was registered through a mobile registration activity conducted by the Philippine Statistics Authority – Abra Provincial Statistical Office (PSA Abra PSO), in partnership with the Local Government Unit (LGU) of Daguioman, Abra. Meanwhile, Mr. Agpalo completed his registration at the PSA Abra Fixed Registration Center (FRC) in Bangued. Their successful enrollment into the PhilSys is crucial in enabling them to access government services, particularly the pay-out of their senior citizen pensions and other social benefits, in a more secure and efficient manner.
This initiative is part of PSA Abra’s ongoing strategy to expand National ID coverage, particularly among vulnerable and underserved populations such as senior citizens, persons with disabilities, and those living in geographically isolated and disadvantaged areas. PSA Abra continues to encourage all unregistered individuals—especially the elderly, indigenous peoples, and those with limited mobility—to take advantage of the free and accessible registration services offered at PSA Abra PSO registration centers or through scheduled mobile registration activities.
