Over 84 percent are registered in the National ID System in Abra

BANGUED, ABRA – The Philippine Statistics Authority (PSA) – Abra Provincial Statistical Office (PSO) National ID System Registry Team (NIDRT) had registered 5,267 Abreños as of 31 March 2025. These were the registrants who are one year and over under the National ID Registration. A cumulative total of 210,669 registrants or 83.94% over the total population of 250,985 registrants were successfully registered in the province since the start of National ID Registration in 2021.

Among the 27 municipalities of the province, Bangued had the highest percentage of completion with 101.33 percent, followed by Danglas with 97.55 percent, and Luba with 95.32 percent. The National ID Fixed Registration Center (FRC) is located at Bangued. It caters registrants coming from different municipalities. (Table 1)

The Abra NIDRT continued the National ID Registration and exerted all possible efforts and strategies to register the remaining unregistered individuals in compliance to the Chief Executive’s directive to expedite the implementation of National ID System to achieve digital transformation of social protection systems in order to enable more efficient, effective, and just delivery of social protection programs.

 

The PSO-Abra Issues Over 146,000 National IDs in Paper Form Provincewide

The Abra National ID RT implemented the issuance of National ID in paper form in the province. This is a proactive strategy of the PSA that allows registrants to immediately enjoy the benefits of being National ID System-registered. The features of the ePhilID contain the registrant’s National ID Card Number (NICN) and basic demograhic information together with the QR code which is used for authentication. The issued National ID in paper form has the same functionality and validity as the physical card. Additionally, the issuance of National ID in paper form can now be done in real-time.

The issuance of National ID in paper form started in October 2022. Abra NIDRT had issued 146,225 National IDs in paper form to registered individuals as of 31 October 2024. Based on the issuances per municipality, the municipality of Bangued had the highest number of issuances with 28,685, followed by Bucay with 12,519, and Tayum with 9,233 National IDs in paper form. Daguioman had the lowest issuance with only 1,098 National IDs in paper form. (Table 2)

Implementation of Acceptance of Transaction Number (TRN) Retrieval Requests

The absence of the TRN ultimately hinders a registered individual from obtaining his/her National ID in paper form and accessing its accompanying benefits. National ID TRN Retrieval is another service feature which was added to Registration Client System to allow the National ID personnel to promptly retrieve the registered person’s TRN and provide real-time updates on their registration status. The Abra NIDRT received 4,341 TRN retrieval requests and granted 3,650 requests successfully. The possible reasons for those unsuccessful requests were wrong information provided by the requester, that the requester is still not yet registered to National ID System, and the data packets cannot be located at the National ID System backend systems.

 

The PSO Accepts Requests for Replacement of Damaged/Defective and Lost Due to Natural Calamities PhilIDs

In adherence to OM No. 2023-44 re: Specific Guidelines and Procedures in Handling Requests for Replacement of National IDs with Damaged and/or Defective Front-Facing Photographs, the PSA shall issue a replacement National ID, free of charge, upon request of registered persons who have received PhilIDs with damaged and/or defective front-facing photograph and lost IDs due to natural calamities so that the latter can avail the National ID System-enabled services. The Abra NIDRT received 282 replacement requests as of 31 March 2025.

 

PSA Expands PhilSys Registration: Children Under 5 Now Eligible

The PSA continues to provide registration services to the Filipino population by enhancing the capabilities of the National ID Registration Client.  They have introduced additional functionality to the Registration Client, enabling children under the age of five to register for the National Identification System. With this new capability, registration for children under five years old can now be done at any NID System mobile registration center or at the PSA-Abra National ID Fixed Registration Center (FRC) sequentially. 

 

PSA-Abra Expands PhilSys Services, Successfully Launches the Updating of Demographic Information in the Philippine ID

The PSA Abra PSO successfully launched the full-scale implementation of change in and/or correction of entry/ies in the demographic information of the registered person on 17 June 2024 at the National ID Fixed Registration Center, PSA-Abra, DZPA Bldg., Rizal St., Zone 6, Bangued, Abra. As of March 31, 2025, the PSA Abra NIDRT has catered to 843 updating clients, with 319 clients having issued their national IDs in paper form. This is in accordance with Section 11 of Republic Act (RA) No. 11055, otherwise known as the Philippine Identification System (PhilSys) Act, that the registered individuals are required to update their registration information in case of change in or correction of entry/entries in the information collected and stored under the PhilSys. The updating and correction services will reflect the updates and correct the errors in the NID-registered records of individuals. These services highlight the commitment of National ID System in ensuring the reliability and efficiency of the National ID system.

 

 

TECHNICAL NOTES

  •   Philippine Identification System (PhilSys) or National Identification System – refers to the government’s central identification platform for all Filipino citizens and resident aliens of the Philippines.

  •    PhilSys/National ID Registry Team - comprises of PhilSys office-based and registration personnel responsible for all the services of PhilSys.

  •     National ID Registration – collection of demographic information, validation of supporting documents, and collection of biometric information (iris scan, fingerprint, and front-facing photograph)

  •     National ID – refers to the physical ID card that serves as a valid proof of identity that can be used to transact in different government and private sectors. This ID contains unique security features and the demographic information of the registrant and a QR code used for authentication and verification.

  •      National ID in Paper Form – refers to the printable of the National ID. It has the same functionality and validity as the physical card.

  •      Digital National ID - refers to the digital copy of the National ID. It has the same functionality and validity as the physical card
