The province’s total civil registration increased by 16 percent based on the same period last year

2021 second semester recorded a total registration of 2,668 documents while the same period in 2020 had 2,230. 10 municipalities composed this number. Among document types, Birth regularly tops the overall list for years 2020 and 2021 with 1,634 and 1,509, respectively. This is followed far behind by death, and the least is marriage.

The comparative percentiles for each type of document shows clearly the different changes. Birth decreased by seven percent from 2020 to 2021. On the opposite, Death increase by 7 percent while marriage remains the same (figure 2).
 
All data refers to 2nd semester of 2020 and 2021 as comparison. This data is a preliminary result derived from the Decentralized Vital Statistics System (DVSS) in the provincial office.

Female consistently dominates birth registration
 
This second semester of 2021, Figure 3, Female registrations consistently got higher than male registrations in both years. The overall total increase by 8.3%. Male has 9.1% while female got 7.5%. A difference of 1.6% between the two sexes. However, both sexes showed gradual increase.

Bauko municipality consistently tops total number of registered documents at 1,033

In the above graph, high registration in Bauko is attributed to being the most populated municipality in the province and having one tertiary public hospital, where some of the adjoining areas in the province avail of their services for health that contribute much in the registration of birth and death. Next is Bontoc, the capital town, 553, then followed by Paracelis at 414. Barlig is the least, 37, Sadanga has 74 and Sabangan is 87. Bauko shares 38.7% of the total forms submitted in the province and 61.3% for all other municipalities added together.
 
For the second semester of 2021, the monthly average registration is at 222 for the whole province while the top three municipalities, Bauko, Bontoc and Paracelis has 86, 46 and 34, respectively, and Barlig, the least, is at 3 persons monthly.

Based on the graph, in 2020, October shows the most number of registered documents at 412, followed by September with 410 and the least is August, 307. However, in 2021, the trend is different. September has the highest at 487, and November is the least, 396. In September 2020 it starts to decrease gradually while 2021 bounce upward from November to December (figure 5).
 
Illegitimate children decreased by four percent in 2021
 
Looking at the chart, figure 6, the percentage between legitimate and illegitimate is very close. In 2021, total birth increased by 8.28% base from 2020. 4% decreased and increased for both illegitimate and legitimate children registered as to their status.

December is the most sought month for marriage celebrations
 
In 2021, figure 7, marriages generally increase by 23.2% from 2020. This is brought about by the big leaps in the months of July, August, and December. We can see that December is the most sought month for marriage celebrations for both 2020 and 2021. On the other hand, September begins to slide down until it reached more than half of the figure in October of 2020.

It should be noted that these marriage registrations are not necessarily residents of the place but it is their place of event or place of ceremony.
 
Approved Certificate of Registration of Authority to Solemnize Marriage (CRASM Issuances)
 
The Philippine Statistics Authority (PSA) through the Civil Registrar General (CRG) is the authority agency having technical control and supervision on the civil registration in the Philippines under Administrative Order No. 1, Series of 2007. This Administrative Order aims to provide exhaustive and effective system of registration of Solemnizing Officers (SOs).
 
The function of registering the authority of priests or ministers of any church and religious sect to solemnize marriage is vested upon the Office of the Civil Registrar General (Art. 7 (2)) who is also the Undersecretary and National Statistician of PSA, thru the enactment of Executive Order No. 209 on August 3, 1988, otherwise known as the Family Code of the Philippines.

This second semester of 2021 has ten applicants. In figure 8, December is seen as the month with highest number of approved CRASM with five issuances, followed by July,3, then a tie between August and September with one each. October and November got none.
 
Provincial Electronic Endorsements
 
Electronic Endorsement is a process wherein registered documents are submitted through electronic machine at the Civil Registry System (CRS) outlet. These endorsed documents are scanned and sent to Philippine Statistics Authority’s (PSA) Civil Registry Management Division (CRMD) at the Central Office for approval. Once approved it can be printed out in any CRS outlet after 10 to 15 working days. These documents could be an advance copy or a request for clearer copy of the document owner if he/she wishes to, or if minor by any of the parents.
 
Documents for electronic endorsements can pass through the PSA-provincial offices to be submitted to PSA-Regional Office. Consequently, the Local Civil Registrar (LCR) or a client may directly submit them to the same office for approval.

The total endorsed documents in the province for the second semester of 2021 is 59. Birth dominates the overall endorsed documents at 45, next is marriage with 10 and death at 4. The peak month for endorsements for birth and Marriage documents are seen in July at 14 and 3, respectively, while death is in September, two. Zero endorsement for death is shown in July, August and November.
