Data on civil registry documents presented in this special release were obtained from the Office of the City/Municipal Registrars throughout the region and submitted to the Philippine Statistics Authority - Regional Statistical Services Office Cordillera Administrative Region (PSA-RSSO CAR) through the Decentralized Vital Statistics System (DVSS) 2020 of the Philippine Statistics Authority (PSA)-Provincial Offices (POs) from the Cordillera region. Information presented includes births, marriages and deaths that occurred from January 2020 until December 2020. Figures presented herein are still preliminary and may differ in the final counts.

2020 Civil Registration in CAR drop at 22.46 percent

Civil Registry includes Certificate of Live Birth, Certificate of Marriage, and Certificate of Death.
 
The Cordillera Administrative Region (CAR) is composed of 6 provinces and 2 cities. These are Abra, Apayao, Benguet, Baguio City, Ifugao, Kalinga with component city of Tabuk, and Mountain Province.

  • Cordillera registered 30,896 births in 2020, a 21.47 percent drop or 8,445 births lower from the 39,341 registered births the previous year. Marriages in 2020 decreased by 39.9 percent as lockdowns and quarantine health protocols are imposed. Registered deaths also dropped by 10.3 percent from 2019, going lower from 9,818 to 8,807 in 2020.

Birth registration in CAR registered 30,896 births in 2020

  • The highest number of registered births was recorded during the month of January with an average of 124 babies born daily while April had the least number of births registered with a daily average of 54 births.
  • For the 366 days of the year 2020 including the leap day of February 29, 2020 an average of 84 babies are born daily. This is 23 babies lower from the 2019 average of 107 babies born daily.
  • All months showed a decline on recorded births from its previous records with April recording the largest drop at 48.61 percent.

Baguio City had the biggest decrease in recorded births

  • Among the City of Baguio and provinces in the region, Baguio City registered the biggest decline at 31.07 percent compared to its record in 2019, while Benguet recorded the smallest decline at 8.7 percent.
  • On the other hand, Apayao registered the least number of births followed by Ifugao, Mt. Province and Abra.

2020 Marriage in CAR decreased 39.90 percent

  • There were 5,457 marriages registered in 2020 with a decrease of 3,623 from the previous year’s registered figure of 9,080.
  • All the povinces and city registered a decrease in the number of marriages in 2020. The biggest decrease was recorded in the Province of Kalinga from 1,183 to 527, a 55.45 percent decline.

Marriage declined starting from the month of March to December

  • On March 17, 2020 to May 31, 2020 an Enhanced Community Quarantine (ECQ) was imposed in Luzon to mitigate the spread of the COVID-19 virus. The succeeding months also followed different levels of quarantine health protocols depending on the infection rate in a particular area. The least registered daily average record of marriage was in April with 1 average marriage followed by May with 3 daily average of marriages in the entire cordillera.
  • Month with the highest number of average recorded marriages per day was recorded in same month the previous year, January with an average of 43 marriages per day.
  • On the other hand January registered 6.11 percent higher and 13.83 percent for the month of February.

Death registration in CAR decline 10.30 percent in 2020

  • The number of registered deaths in the Cordilleras recorded a total of 8,807 deaths, 1,011 deaths lower from the 2019 record of 9,818 deaths.
  • All the povinces and city registered a decrease in the number of deaths except from the province of Benguet which recorded a 4.82 increase. The biggest decrease was recorded in the City of Baguio, registering a 24.22 percent decrease.

  • The highest number of death was recorded on January, same as the previous year. Months with the largest recorded decline are March, April, July, October and November while February, June and December showed increases.
