ENJOINING THE GENERAL PUBLIC AND ALL STAKEHOLDERS IN THE CORDILLERA ADMINISTRATIVE REGIONTO SUPPORT THE JOINT CONDUCT OF THE 2024 CENSUS OF POPULATION AND COMMUNITY-BASED MONITORING SYSTEM

WHEREAS, the Philippine Statistics Authority (PSA) is mandated through Republic Act (RA) No. 10625 (Philippine Statistical Act of 2013) and RA No. 11315 (Community-Based Monitoring System (CBMS) Act of 2019) to administer periodic nationwide censuses on population and housing and to lead the implementation of the CBMS in every city and municipality in the country;

WHEREAS, the Census of Population (POPCEN) is a nationwide government undertaking that aims to take an inventory of the total population in the Philippines, involving the collection, evaluation, analysis, and dissemination of data on population count, demographic and socio-economic characteristics, and other relevant data in each barangay, municipality, city, province, and region;

WHEREAS, the Community-Based Monitoring System (CBMS) entails a census of households and generation of data at the local level which serves as bases in targeting beneficiaries for government programs geared towards poverty alleviation and socioeconomic development;

WHEREAS, following the Presidential Order of the Marcos Administration, the PSA shall lead the joint conduct of the 2024 Census of Population and Community-Based Monitoring System (2024 POPCEN-CBMS) as an integrated activity to ensure efficient use of resources and minimize the response burden;

WHEREAS, the 2024 POPCEN-CBMS aims to provide government executives, policymakers, and development planners with population data to base as reference in formulating their social and economic development plans, policies, and programs while ensuring the updating of social registries of national government agencies and local government units for evidence-based project development and program implementation;

WHEREAS, hiring and recruitment of more than 2,500 enumerators and supervisors regionwide started in 01 May 2024 until 22 June 2024, and the conduct of data collection will commence on 15 July 2024 until 16 September 2024;

WHEREAS, to ensure the successful conduct of the 2024 POPCEN-CBMS in the entire region, the support of the general public and all stakeholders is needed;

NOW, THEREFORE, on motion duly seconded, BE IT:

RESOLVED, AS IT IS HEREBY RESOLVED, that the RSC-CAR, duly assembled, enjoins the general public and all stakeholders in the Cordillera Administrative Region (CAR) to support the joint conduct of the 2024 Census of Population and Community-Based Monitoring System;

RESOLVED FURTHER, that the RSC-CAR formally elevates this Resolution to the Regional Development Council-Cordillera Administrative Region (RDC-CAR) to strengthen the call for support and necessary assistance in the joint conduct of the 2024 POPCEN-CBMS;
