RECONSTITUTING OR UPDATING OF THE PROVINCIAL / CITY STATISTICS COMMITTEES (P/CSCs) IN THE CORDILLERA ADMINISTRATIVE REGION (CAR)

WHEREAS, the PSA Board Resolution No. 05 series of 2015 established the Regional Statistics Committee (RSCs) to provide direction and guidance on statistical matters and institute coordinative mechanisms at the regional and local levels;

WHEREAS, RSC-CAR Resolution No. 03, series of 2017 encouraged the provincial/city local government units (LGUs) in the Cordillera Administrative Region (CAR) to establish the Provincial/City Statistics Committees (P/CSCs) to serve as coordinators for a well-coordinated statistical system at the sub-regional/provincial/city levels. The said Resolution also provides the composition and functions of the P/CSC;

WHEREAS, the P/CSCs shall replicate the functions of the Regional Statistics Committee (RSC) at the provincial/ city levels and serve as clearing house for all statistics generated in the provinces/cities;

WHEREAS, at present, there are established P/CSCs in the CAR provinces/city established through Local Executive and Administrative Orders;

WHEREAS, some P/CSCs have identified specific persons to be members of the committee to represent their agencies that may cause challenges to the committee when specific representatives are no longer connected with their offices;

WHEREAS, due to the change in leadership in the LGUs, the P/CSCs memberships may need to be updated and reconstituted for a more responsive statistical planning at the local level and address emerging local statistical issues and concerns;

 NOW, THEREFORE, on motion duly seconded, BE IT:

RESOLVED, AS IT IS HEREBY RESOLVED, that the RSC-CAR encourages the provincial/city LGUs to reconstitute or update the membership of their respective P/CSCs with the following composition and functions:

Composition:

Chairperson:   Provincial/City Planning and Development Coordinator

Vice Chair.      PSA Provincial Statistics Officer

 

Members:

  1. Office of the Provincial/City Agriculturist
  2. Provincial/City Budget Officer
  3. Provincial Environment and Natural Resources Officer- DENR
  4. Provincial/City Environment and Natural Resources Officer - LGU
  5. Provincial/City Director - DILG
  6. Provincial/City Health Officer
  7. Schools Division Superintendent
  8. Provincial/City District Engineer - DPWH
  9. Provincial/City Engineer - LGU
  10. Provincial/City Public Employment Services Officer
  11. Provincial/City Social Welfare and Development Officer
  12. Provincial/City Tourism Officer
  13. Provincial/City Director/Development Management Officer - NCIP
  14. Provincial/City Director -  DTI
  15. Private Sector Representative
  16. SUC Representative
  17. City Environment and Parks Management Officer

Secretariat: PSA Provincial Statistics Office Staff

The P/CSC may modify its composition to provide flexibility in its operations, and Depending on the problem areas and issues to be resolved, other agencies may be invited to attend P/CSC meetings as Resource Persons.

Functions:

  1. Oversee the implementation of policy decisions made by the RSC-CAR and adoption of prescribed statistical standard methodologies and classifications system in the provinces/cities;
  2. Formulate statistical policies designed to resolve local statistical issues and recommend workable schemes towards the improvement of provincial/city level statistics;
  3. Institute measures to strengthen the statistical capability of the local statistical system including the personnel thereof;
  4. Elevate to the RSC-CAR, statistical matters which cannot be resolved at the provincial/city levels;
  5. Create inter-agency/office statistical working groups, as the need arises, which would attend to technical issues and problems and supervise the activities of these working groups;
  6. Meet at least once a quarter at such date, time and place it may decide; and
  7. Submit periodic reports to the RSC-CAR through its Secretariat, the PSACAR.

RESOLVED FURTHER, that the provincial/city and local counterparts of national government agencies to support and actively participate in the organization and operations of the P/CSCs;

RESOLVED FURTHERMORE, that this Resolution be forwarded to the Local Planning and Development Councils through the Local Chief Executives/Provincial Governors/City Mayor for concurrence; 

RESOLVED FINALLY, that copies of Local Executive Orders/Administrative Orders and other local issuances establishing/reconstituting/updating the P/CSCs be furnished to the RSC-CAR through the PSA-CAR as the Secretariat;
