WHEREAS, the Philippine Statistics Authority Board (PSA Board) passed PSA Board Resolution No. 01, series of 2019 entitled "Enjoining National and Local Government Entities to Establish Statistical Units and/or Positions”;
WHEREAS, the resolution was made to address the demands of the Philippine Statistical Development Program (PSDP) and the Regional Statistical Development Program (RSDP) in the establishment of statistical units and/or positions aimed, among others, at (1) enhancing the usefulness of data for policy-making, program preparation and monitoring; and (2) ensuring integrity of data to be collected;
WHEREAS, the Regional Statistics Committee-Cordillera Administrative Region (RSC-CAR) endorsed the PSA Board Resolution No. 01-2019 and enjoined all Regional Line Agencies (RLAs) and Local Government Units (LGUs) in CAR to establish statistical units and/or positions thru RSC-CAR Resolution No. 05 series of 2019;
WHEREAS, in support and compliance to the above PSA Board and RSC-CAR resolutions, the Benguet Provincial Statistics Committee (Benguet PSC) passed Resolution Number 2019-01, “Resolution Recommending the Creation of a Plantilla Position of Statistician in All Municipal Planning & Development Office in Benguet”;
WHEREAS, the LGUs of Benguet have already reached the cap for the number of plantilla positions and in support to the creation of statistical positions, the Sangguniang Panlalawigan (SP) of the Province of Benguet passed during its 93rd Regular Meeting held on 03 May 2021 Resolution No. 2021-1099 entitled, “Requesting the Department of Budget and Management (DBM) for an Exemption on Personal Services (PS) Limitation in the Creation of a Plantilla Position of Statistician in All Municipal Planning and Development Offices in the Province of Benguet”;
WHEREAS, the Committee recognize and applaud the efforts of the Province of Benguet supporting the programs of the PSDP and the RSDP and ultimately enhancing the local statistical system thru the creation of Statistician positions in all its municipalities;
NOW, THEREFORE, on motion duly seconded, BE IT:
RESOLVED, AS IT IS HEREBY RESOLVED, that the RSC-CAR requests the PSA Board to endorse to the Department of Budget and Management (DBM) the request of the Province of Benguet for an exemption of Personal Services (PS) limitation in the creation of plantilla position of Statisticians in all its municipalities;
RESOLVED FURTHER, that the Committee provide the PSA Board the Benguet PSC Resolution No. 2019-01 and Benguet Sangguniang Panlalawigan Resolution No. 2021-1099 for more detailed information;
RESOLVED FINALLY, that copies of this resolution will also be provided to the Benguet Provincial Statistics Committee and the Sangguniang Panlalawigan of the Province of Benguet.
