AND THE PRIVATE SECTOR TO CONDUCT ACTIVITIES IN CELEBRATION OF THE 32nd NATIONAL STATISTICS MONTH (NSM) AND TO ADVOCATE THE IMPORTANCE OF STATISTICS FOR EVIDENCE-BASED DECISION-MAKING

WHEREAS, Presidential Proclamation No. 647 issued on 20 September 1990 by then President Corazon C. Aquino declared the month of October as the National Statistics Month to enhance awareness and appreciation of the public on the value and importance of statistics; 

WHEREAS, the annual observance of the NSM aims to: a) to promote, enhance and instill the nationwide awareness and appreciation of the importance and value of statistics to the different sectors of the society; and b) to elicit the cooperation and support of the general public in upgrading the quality and standards of statistics in the country;

WHEREAS, statistics play a very important role in determining relevant and appropriate programs and policies of the government in achieving sustainable development, and assist policy makers in addressing challenges brought about by economic and health crisis such as the COVID-19 pandemic;

WHEREAS, advocacy agenda of the government such as the annual celebration of the National Statistics Month need a strong base of support from all sectors of society to effectively deliver relevant messages on the value and importance of statistics in our everyday life and help obtain reliable statistics for government policy decisions;

WHEREAS, the theme of the 32nd NSM celebration, the memorandum, and the streamer format will be communicated to all agencies immediately upon receipt by PSA-CAR from the central office;

WHEREAS, government authorities require us to strictly implement public health and safety standard measures and comply to the minimum health safety protocols in conducting activities due to the threat of COVID-19 virus;

WHEREAS, with the travel restrictions in place in affected areas, virtual platforms through the use of information communication technologies provide us venues for conducting activities in celebrating the 32nd NSM without face-to-face interactions;

WHEREAS, the public and private agencies are encouraged to enroll NSM activities for the whole month of October 2021 and conduct NSM activities such as display/hanging of the NSM streamer and/or posting of the digital poster of the NSM on their official websites, Facebook Pages and social media accounts, webinars, virtual quizzes, online video-streaming, online statistical exhibits, infographics display, posting of statistical publications and reports on websites and social media platforms, publication of statistical reports, indicators and other relevant statistical information;

NOW, THEREFORE, on motion duly seconded, BE IT:

RESOLVED, AS IT IS HEREBY RESOLVED, that the RSC-CAR enjoins all public and private agencies in the Cordillera Administrative Region to support and actively participate in the celebration of the 32nd National Statistics Month this October 2021;

RESOLVED FINALLY, that the different government agencies and the private sector enroll NSM activities by accomplishing PSA-NSM Form 1: Call for 32nd NSM Activities and submit to the RSC-CAR/PSA-NSM Secretariat by 30 July 2021 for consolidation to become the 2021 NSM Regional Calendar of Activities for CAR;
