DECLARING SUPPORT AND ENJOINING COMMITMENT OF GOVERNMENT AGENCIES AND INSTRUMENTALITIES, AND LOCAL GOVERNMENT UNITS IN THE CORDILLERA REGION IN PROVIDING INFORMATION FOR THE INVENTORY OF STATISTICS AVAILABLE IN GOVERNMENT (iSTAT)

WHEREAS, RA 10625 provides for the preparation of the Philippine Statistical Development Program (PSDP) to set strategic direction, thrusts and priorities fo the Philippine Ststisticsl System 9PSS) and provide vital information support to the Philippine Development Plan (PDP) 2017-2022, Ambisyon Natin 2040, 0-10 point Socioeconomic Agenda of the Administration, and Sustainable Development Goals (SDGs), among others;

 

WHEREAS, the CAR Regional Statistical Development Program (RSDP) is the regional/local counter part of the PSDP formulated in coordination and consultation with the members of the Regional Statistics Committee (RSC) - CAR for a responsive, efiective and efficient regional statistical system that delivers statistics, products and services for evidence-based decisions and policy-making for inclusive and sustainable growth of the Cordillera;

 

WHEREAS, Chapter III of the CAR RSDP 2018-2023 focuses on the regional statistical system-wide concerns where one of the program priorities identified is the enhancement and strengthening of mechanisms and systems for generationof timely, reliable and quality statistics that address information needs of local stakeholders;  

 

WHEREAS, the same Chapter also provides for the establishment of a central facility and integrated portal of statistics available for statistics users, and fast tracking of data access and transfer through free/ open data sharing of slatistical information using interactive online media and internet technology;

 

 WHEREAS, the development of an Inventory of Statistics Available in Govemment (iSTAT) was initiated by the PSA - CAR in response to the need for timely, reliable and quality statistics for evidence-based policy decisions, and in view of PSA's mandate as the central statistical authority of the government on primary data collection;

 

WHEREAS,the term iSTAT was conceptualized with the letter "i" in context with tho beginning of the words "inventory and innovation", and "STAT" referring to statistics produce by different source agencies;

 

WHEREAS, the iSTAT that can be accessed through the PSA-CAR website with URL: http://rssocar.psa.gov.ph/iSTAT currently presents the list of statistics produced and generated by govemment agencies and other offices, and provides links to their official websites for easy access of data users:

 

WHEREAS, the iSTAT is envisioned to serve as the central facility and integrated portal of statistics of regional govemment agencies and instrumentalities, and LGUs in CAR;

 

NOW, THEREFORE, on motion duly seconded, BE IT:

 

RESOLVED, AS IT IS HEREBY RESOLVED, that the RSC-CAR declares support and commitment to the purpose of the iSTAT and recognizes its importance as one essntial statistical programs in th region;

 

RESOLVED FURTHER, that the Committee enjoins and encourages all regional government agencies and instrumentalities, LGUs in CAR to commit to the following:

  1. Provide lists of information and statistics produced to the PSA-CAR for inclusion in the iSTAT;
  2. Provide links to their website where the information and statistics can be accessed;
  3. REgularly update the information and statistics on their website; and
  4. Provide PSA-CAR data/statistics they want to be uploaded in the iSTAT webpage.
 
RESOLVED FURTHERMORE, that the RSC thru the RSC Secretariat shall monitor the commitment of the regional govemment agencies and instrumentalities, and LGUs and report to RSC-CAR;
 
RESOLVED FINALLY, that copies of this Resolution be disseminated to concerned agencies and offices for their information and appropriate action.
