WHEREAS, Executive Order No. 135 issued in November 1993, entitled "Providing for the Establishment of a Well-Coordinated Local Level Statistical System." enjoins Local Government Units to collect and compile statistics following the statistical concepts, definitions, techniques and methodologies prescribed by the National Statistical Coordination Board in he establishment of their own databases for planning and monitoring needs;

WHEREAS, the Regional statistical Coordination Committee-Cordillera Administrative Region (RSCC-CAR), the policy-making and coordinating body on statistical issues in the region, promotes the generation of reliable and timely business information through a proposed Business Permit Application (BPA) Form, copy of which is hereto attached as "Annex A;"

WHEREAS, the use of the application form likewise called as BPS Form 1 provides general but salient business data which will aid in the development of policies to oversee or provide assistance in the conduct of future business activities;

WHEREAS, on the 12th of December 2000, the Sangguniang Bayan of the Municipality of Tuba, Benguet passed Ordinance No. 4 Series of 2000 to adopt the BPA Form 1, copy of said ordinance is hereto attached as "Annex B;"

WHEREAS, the NSCB preserves the confidentiality of sensitive data through the release of aggregate estimates only;

WHEREAS, presently, the said form and its system of processing is used ion securing license to operate a business in the municipality and is found beneficial since the data generated by the form are deemed useful in local business development planning, legislation and policy-making;

September 4, 2012 system will facilitate uniform data generation and thereby ease production and consolidation of investment statistics responsive to regional planning and policy-making;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the RSCC-CAR favorably endorses to the municipalities of the Cordillera Administrative Region to adopt the BPA Form 1 and the system of processing currently used by the Municipality of Tuba, Benguet.
