WHEREAS, the NSCB as the policy making and coordinating body on statistical matters in the country aims to promote the efficiency of the Philippine Statistical System (PSS);

WHEREAS, the Regional Statistical Coordination Committee (RSCC) has been tasked to oversee the development of the subnational statistical system through strengthening of statistical institutional capability and coordinative mechanisms and linkages in the region;

WHEREAS, the identified issues are the underestimation of government expenditures due to non-inclusion of government owned institutions and the lack of data on health expenditures of non-government organizations (NGOs) and other similar organizations;

WHEREAS, the proposed project on local health accounts is designed to: (1) compile information on the provincial health expenditures; (2) provide insights on the efficiency and effectiveness of health care financing; and (3) determine appropriate interventions to improve delivery of health care;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, RSCC favorably endorse the conduct of the project on local health accounts.
