WHEREAS, the National Statistical Coordination Board (NSCB) passed Resolution No. 4 series of 1988 requiring the proponent agencies to submit survey forms/questionnaires prior to their use in the conduct of statistical surveys/censuses;
WHEREAS, in August 1995, NSCB Memorandum Circular No. 4-95 was issued providing a new set of guidelines for the implementation of the Statistical Survey Review and Clearance System or SSRCS;
WHEREAS, the SSRCS is a mechanism instituted by the NSCB which involves the process of evaluating the design and instruments of statistical surveys or censuses sponsored and/or to be conducted by government agencies, including government corporations at the national and/or sub-national level;
WHEREAS, the SSRCS was formulated to ensure conformity with standard definitions, concepts and classifications, and consequently, the reliability, comparability and accuracy of statistics generated out of said surveys and/or censuses. Its specific objectives are:
- To ensure sound design for data collection;
- To minimize the burden placed upon respondents;
- To effect economy in statistical data collection;
- To eliminate unnecessary duplication of statistical data collection; and
- To achieve better coordination of government statistical activities.
WHEREAS, to make the system fully operational in the region, a Regional Technical Committee on Survey Design (RTCSD) is needed to provide technical advice in the preparation and development of the survey designs for government censuses and sample surveys to be conducted in the region;
WHEREAS, the technical committee will be composed of professionals in survey design who will assist the NSCB-CAR in the review, evaluation and clearance of government statistical surveys or censuses in the region;
NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Regional Statistical Coordination Committee create s the Regional Technical Committee on Survey Design to undertake the above-mentioned tasks. The Committee will be composed of the following:
