Approval and Adoption of the Development Thrusts of the CAR Statistical System for CY 2008-2009

WHEREAS, the 2005-2010 Philippines Statistical Development Program (PSDP) was approved on September 19, 2006 through Proclamation No. 1140 to serve as a framework for the member-agencies of the Philippine Statistical System (PSS) in formulating their statistical programs and projects;

WHEREAS, the 2005-2010 PSDP envisions to provide excellent service and high quality statistical information for better use in policy analysis and decision-making to the meet the changing needs of the stakeholders, data users and the international community for better development outcomes:

WHEREAS, the government is currently formulating guidelines for the review of agencies’ CY 2008-2010 budgetary proposals for statistical operations;

WHEREAS, the National Statistical Coordination Board (NSCB), the Philippines’ policy-making and coordinating body on statistical matters, reviews agencies’ budgetary proposals for statistical operations;

WHEREAS, the above function is being implemented in CAR by the Regional Statistical Coordination Committee (RSCC) as the policy making and coordinating body on statistical matters in the region;

WHEREAS, to ensure integration of CAR’s statistical concerns into the CY 2008-2010 budgetary thrusts of the PSS, there is a need to identify the region’s priority statistical budgetary items consistent with the 2005-2010 Philippine Statistical Development Program (PSDP);

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Regional Statistical Coordination Committee adopt the following priority thrusts of the CAR Statistical System for CY 2008-2010:

  1. Strengthening of the Regional, City and Provincial Statistical Coordination Committees (RSCCs/PSCCs)
  2. Development and harmonization of local databases and information systems especially those being used to monitor the growth corridors/centers;
  3. Development of indicator systems such as the Millennium Development Goals (MDGs) to measure decentralized socio-economic development;
  4. Expansion of the Implementation of the Community Based Monitoring System (CBMS);
  5. Strengthening the LGU-based administrative-based reporting systems to fill in the information gap and complement the regional coverage of national surveys;
  6. Intensify local advocacy through the preparation and dissemination of more local statistical publications and other forms of media;
  7. Generalization of local statistics on emerging concerns such as disaster risk management (DRM) and Indigenous Peoples Concerns.

RESOLVED, FINALLY, to enjoin all regional offices and LGUs to incorporate the necessary requirements to achieve the above thrusts in their CY 2008-2010 budget proposals, and the regional offices to make representations with their Central offices for the inclusion of their proposals in the over-all agency budget.
