Endorsing the Honorable OIC-Administrator Orlando C. Hundrade the Statistical Budget Proposal of the National Irrigation Administration - Cordillera Administrative Region (NIA-CAR) and Requesting the Honorable OIC-Administrator to Include said Proposal into the CY 2002-2004 Budget of the National Irrigation Administration

WHEREAS, pursuant to the National Budget Memorandum No. 93 dated April 2, 2001, the Regional Statistical Coordination Committee in the Cordillera Administrative Region (RSCC-CAR) enjoined Regional Line Agencies to submit Statistical Budget Proposals to the RSCC-CAR Secretariat, namely the National Statistical Coordination Board Regional Unit-CAR (NSCB RU-CAR);

WHEREAS, the NSCB RU-CAR evaluated the CY 2002-2004 Statistical Budget Proposals of the NIA-CAR to ensure consistency with Executive Order 352 or the System of Designated Statistics, the thrusts of the Philippine Statistical Development Program 1999-2004, and other national and regional concerns;

WHEREAS, the generation of hydrologic statistics is deficient due to inadequate budgetary allocation;

WHEREAS, the establishment of databank on hydrologic indicators in the region is in line with the desire of the region to build and institutionalize an updated databank of sustainable development indicators, a key strategy identified under the (Cordillera) Regional Development Plan;

WHEREAS, this proposed statistical activity also implements the mandate of the National Irrigation Administration in developing all available water resources in the country primarily for irrigation purposes by establishing the needed database and installing the mechanism of database management;

WHEREAS, conditions such as rainfall rate, evaporation rate and discharges of rivers in CAR;

WHEREAS, the following statistical activities are needed to implement the Regional Statistical Development Program and the NIA-CAR is the proper government unit to conceptualize, obtain authorization, source out funding and implement the same:

NOW THEREFORE, on motion duly seconded, BE IT:

RESOLVED AS IT IS HEREBY RESOLVED, that the Regional Statistical Coordination Committee-CAR approves and endorses to the Honorable Administrator the favorable consideration of the above concerns and the inclusion of the budgets of the above statistical activities of the NIA-CAR, amounting to FIVE MILLION ONE HUNDRED EIGHTY THOUSAND FIVE HUNDRED TWO AND 40/100 PESOS (P5,180,502.40), into the CY 2002-2004 Budget Proposal of the NATIONAL IRRIGATION ADMINISTRATION.

UNANIMOUSLY APPROVED this 30th day of April 2000 at Baguio City, Philippines.
