WHEREAS, The Regional Development Council – Cordillera Administrative Region (RDC--CAR), in spearheading the pursuit of regional autonomy, needs an indicator system for assessing and monitoring CAR’s readiness to assume the eight-plus areas of governance as provided for in Article X, Section 20 of the Philippine Constitution;

WHEREAS, by virtue of its mandate under NSCB Resolution No. 1, Series of 1992, which is to provide direction and guidance to regional/local statistical development activities, the Regional Statistical Coordination Committee – Cordillera Administrative Region (RSCC-CAR) responded to this statistical need of RDC-CAR by issuing Resolution No. 03-08 that created the Task Force on Indicators for Cordillera Regional Development and Autonomy or TAFIDA;

WHEREAS, TAFIDA is given the mandate to identify and develop indicators in the eight plus areas of governance and the same can only be carried out through the implementation of a work program;

WHEREAS, TAFIDA intends to pursue the following major objectives:

1. Develop, establish and maintain an indicator system for regional development and autonomy;
2. Prepare a report benchmarking the region’s readiness to assume the eight plus areas of governance;
3. Establish a database system for indicators of regional development and autonomy
4. Identify and develop a set of new indicators for regional development and autonomy;
5. Develop the statistical capability of regional planners to better assess and monitor regional development and the region’s readiness for autonomy;

WHEREAS, these objectives were translated into the detailed TAFIDA Work Program hereto attached and which forms part of this Resolution;

NOW, THEREFORE, on motion duly seconded, be it

RESOLVED, AS IT IS HEREBY RESOLVED, that the Committee approve the Work Program of the Task Force on Indicators for Cordillera Regional Development and Autonomy:

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copies of this resolution be furnished to concerned agencies for information and appropriate action;
