Baguio City – The ongoing Philippine Identification System (PhilSys) implementation in the Cordillera is being aggressively expanded by the Philippine Statistics Authority (PSA) to include children ages one to four in the registration process. The objective is to enhance the quantity of Filipinos and foreign residents, including minors to be registered.

Since the registration of children ages 1 to 4 was established on February 13, 2024, there have been 4,841 registrations in the Cordillera Administration Region.

To encourage and raise awareness about the PhilSys Step 2 registration for children and how they can utilize it, PhilSys registration teams are currently stationed in various locations with the following guidelines:

  1. Children aged 1 to 4 years old are eligible for registration.
  2. A registered parent or guardian must accompany the child to the PhilSys registration center.
  3. The parent/guardian should bring supporting documents for the child, which contain full name, date and place of birth, and name of parents.
  4. Demographic information and front-facing photograph of the child will be collected.
  5. Authentication is performed by scanning the biometric details of the child’s parent or accompanying guardian, linking it to the child’s PhilSys Number, which means that the parent or guardian must be registered with the PhilSys.
  6. At the age of five, the child must undergo renewal to update demographic and complete biometric information. An accompanying parent or guardian ensures the correctness of the child’s details.
  7. If the child’s parent is absent, a guardian must accompany the child throughout the registration process. The guardian provides proof of relationship with the child, such as an authorization letter from the parent, a PSA/LCRO issued Certificate of Live Birth, or other relevant documents.

After registration, an ePhilID can be generated, which can be used for various transactions, including opening a bank account for the child and passport applications.

Furthermore, registration in both public and private institutions are still conducted such as in schools to register students or children who are five years of age or older.

During the Family Development Session for the Pantawid Pamilyang Pilipino Program beneficiaries, their children are also given registration services, as well as ePhilID issuance and authentication for identity verification.
