The implementation of Community-Based Monitoring System (CBMS) nationwide rollout is pursuant to Section 4 of the Republic Act (RA) No. 11315 or the CBMS Act, wherein the CBMS shall be established and instituted in every city and municipality as an economic and social tool towards the formulation and implementation of poverty alleviation and development programs which are specific, targeted and responsive to the basic needs of each sector of the community.

The Local Government Unit of Baguio City funded the conduct of the 2021 Pilot CBMS. As one of the pilot areas, data gathered on households and barangays were of great contribution to the institutionalization of the CBMS under RA 11315. Usec. Claire Dennis S. Magalong of Baguio City the 2021 Pilot CBMS Data last 27 March 2023 at Baguio Convention and Cultural Center in electronic format.

During the data turn over, the highlights of the CBMS results were presented by Assistant National Statistician Kristine Joy S. Briones. Furthermore, the plans and programs of the Local Government Unit using CBMS data were presented by Arch. Donna G. Rillera-Tabangin, EnP., City Planning Development Coordinator.

The CBMS is an organized technology-based system of collecting, processing, and validating necessary disaggregated data, that may be used for planning, program implementation and impact monitoring at the local level while empowering communities to participate in the process.

With the commitment to aid in poverty alleviation and socio-economic development, the PSA is bolstering and sustaining its partnership with the LGUs in delivering quality and relevant statistics. This is through capacity-building initiatives such as this training that would serve the best interest of every Filipino in the development process. This training module was developed in collaboration with the Philippine Statistical Research and Training Institute (PSRTI), the training arm of the CBMS per Republic Act No. 11315 or the CBMS Act. Other modules shall also be served to all CBMS implementing LGUs such as the uses and applications of CBMS data, and the management and security of the local CBMS databank.
