Pursuant to Memorandum No. 2025-012 of the Bangko Sentral ng Pilipinas (BSP), which reminds all BSP-Supervised Financial Institutions (BSFIs) of the acceptance of all National ID formats and the enhanced use of National ID authentication services, the Philippine Statistics Authority (PSA) – Kalinga Provincial Statistical Office hereby reinforces the memorandum to all banks and financial institutions, requiring them to:
1. Accept all official formats of the National ID — including the National ID card, National ID in paper form or ePhilID, and the Digital National ID — as valid and primary proof of identity;
2. Utilize the National ID Check through https://everify.gov.ph/check to verify the authenticity of all recognized National ID formats. In line with this, all BSFIs are enjoined to integrate with the National ID System by onboarding with the National ID Authentication Services through the National ID eVerify (https://everify.gov.ph/); and
3. Ensure the inclusion and prioritization of all National ID formats in the list of acceptable valid IDs across all service branches, alongside other government-issued identification cards, to promote consistency and efficiency in service delivery.
The PSA Kalinga Provincial Statistical Office reiterates its reminder to the public that, pursuant to Section 19 of Republic Act No. 11055, or the Philippine Identification System (PhilSys) Act, any person or entity who, without justifiable or sufficient cause, refuses to accept, acknowledge, or recognize the National ID — subject to authentication — as the sole official identification of its holder, shall be subject to a fine of up to ₱500,000.00. The PSA emphasizes that the National ID, in all its recognized formats, is a valid and primary proof of identity and must be honored in all transactions requiring official identification.
