
In support of the government’s social protection initiatives, the Philippine Statistics Authority (PSA) - Kalinga Provincial Statistical Office actively participated in the Social Pension for Indigent Senior Citizens (SPISC) pay-out conducted across various municipalities in the province. The pay-out was facilitated by the Social Welfare and Development (SWAD) - Kalinga Office under the Department of Social Welfare and Development (DSWD).
The involvement of PSA-Kalinga was in response to a nationwide directive from the Department of Social Welfare and Development (DSWD) mandating the integration of the Philippine Identification System (PhilSys), also known as the National ID, in all public-facing forms and processes related to SPISC. During the pay-out activities, PSA-Kalinga provided on-ground support to help identify beneficiaries with existing National IDs and assisted in scheduling registrations for those who had not yet obtained their National ID.
The National ID System field personnel successfully registered approximately 220 beneficiaries during the SPISC pay-out activities which commenced in May 2025. This registration drive was conducted onsite at various pay-out venues across the province to accommodate indigent senior citizens who have not yet obtained their National ID. By bringing the registration process directly to the beneficiaries, PSA ensured greater accessibility and convenience for elderly participants—many of whom face mobility challenges or reside in remote areas.
The integration of National ID System into social programs like SPISC not only improves the verification and monitoring process but also enhances access to services by reducing documentary requirements for the elderly. This initiative reflects the government’s commitment to inclusive and dignified social protection for Filipino senior citizens.
