The Philippine Statistics Authority (PSA) – Kalinga Provincial Statistical Office proudly reports the successful completion of the Random Check and Audit of all Local Civil Registry Offices (LCROs) in the Province of Kalinga. This activity was conducted in compliance with Office Memorandum No. 2024-264, issued by the National Statistician and Civil Registrar General, which mandates the nationwide conduct of random checks and audits to assess and improve civil registration practices at the local level.

The Random Check and Audit aimed to evaluate the completeness, accuracy, and timeliness of civil registry documents being maintained and issued by the LCROs. It also sought to verify the proper observance of civil registration laws and regulations, particularly in the registration of births, deaths, marriages, and other vital events.

The PSA-Kalinga audit team visited all component municipalities and the city of Tabuk, closely coordinating with local civil registrars and personnel in reviewing registry books, logbooks, and supporting documents. The team also assessed the compliance of LCROs with the revised implementing rules and regulations (IRR) of Republic Act No. 3753, or the Civil Registry Law.

Key observations and recommendations from the audit are consolidated into a report, with a copy furnished to each Local Chief Executive of every municipality and the city. These findings will also serve as the basis for technical assistance, capacity-building initiatives, and continuous process improvement among LCROs.

The PSA emphasizes the critical role of Civil Registration in upholding individual rights and providing government services. Through efforts like these, the agency remains steadfast in promoting a reliable and responsive Civil Registration and Vital Statistics (CRVS) in the province.
