In line with Republic Act No. 11055, also known as the Philippine Identification System Act, which aims to establish a foundational Identification System for all Filipinos and resident aliens of the Republic of the Philippines, the Philippine Statistics Authority (PSA) – Kalinga Provincial Statistical Office successfully registered 149,583 Filipinos in Kalinga under Step 2 Registration as of December 31, 2022 since it started the gradual rollout in the province last May 31, 2021. The table shows the number of registered applicants by City/Municipality.
There are three (3) steps of PhilSys registration, first is the Step 1 which involves gathering demographic information such as a person’s complete name, date of birth, blood type, marital status, and address. Secondly, Step 2 involves validation of supporting documents and capturing the iris scan, fingerprints, and front-facing photograph. Lastly, Step 3 will be the delivery of the physical PhilID cards to the owners by the Philippine Postal Corporation (PHLPost).
Furthermore, the office started implementing the delivery of ePhilID last October 3, 2022, wherein the registered persons can immediately utilize the benefits of PhilSys, such as faster and seamless transactions in accessing financial and social protection services requiring proof of identity, subject to authentication. A total of 55,454 ePhilIDs were successfully delivered to their rightful owner.
Moreso, various formats of the PhilSys ID shall be honored and accepted as the official government-issued identification document of a person for his or her transactions in all national government agencies, local government units (LGUs), government-owned and controlled corporations (GOCCs), government financial institutions (GFIs), financial institutions, and private sector, subject to authentication.
Any person or entity who, without just and sufficient cause, proved to have refused to accept, acknowledge, and/or recognize the ePhilID/PhilID as the official identification of the holder /possessor thereof shall be penalized in accordance with Section 19 of RA No. 11055.
