Aligned with the organizational goal of the Philippine Statistics Authority (PSA) to provide an inclusive, secure, and sustainable national identification system, the PSA Kalinga has implemented the registration process for Filipino children from 1 to 4 years old with the Philippine Identification System (PhilSys).

The registration process, which started on February 15, 2024, has seen supportive parents and guardians across the province assist their children upon registration. In Kalinga, a total of 1,505 children 1-4 years old were registered as of April 16, 2024. 

In order for the children to register, the parent or guardian must accompany their child. The accompanying party must be PhilSys registered prior to the registration of his or her child. For authentication purposes, the PhilSys Number (PSN) of the child will be linked to the PSN of the accompanying party. Thus, the accompanying party’s full name and PhilSys Card Number (PCN) will be collected during PhilSys registration.

Only the demographic information and front-facing photograph of the children will be collected during the PhilSys registration. However, the full biometric information of the children will be initially captured once they reach the age of five. 

For a smooth registration process, the parent or guardian shall bring the children’s original copy of the primary supporting documents, including any of the following:

a. Certificate of Live Birth issued by the PSA or Local Civil Registry Office (LCRO)
b. Report of Birth issued by the PSA or Philippine Foreign Service Post (PFSP)
c. Certificate of Foundling issued by the PSA
d. Certificate of Foundling or Certificate of Live Birth of Person with No Known Parent/s issued by the PSA
e. Municipal Form No. 102
f. Philippine Passport or ePassport issued by the Department of Foreign Affairs (DFA)

In case of no availability of the above mentioned primary documents, the alternative or additional documents were accepted but the necessary information must be inidcated. These are any document showing the (1) full name of the child, (2) date and place of birth, (3) the full name of the mother, and (4) the full name of the father (if acknowledged).

In the event of the absence of the above-mentioned primary documents, alternative or additional documents were accepted, provided that all necessary information was included. These are any documents showing the (1) full name of the child, (2) date and place of birth, (3) name of the mother, and (4) full name of the father (if acknowledged).
