
The Philippine Statistics Authority (PSA) - Kalinga Provincial Statistical Office successfully conducted a training session on February 13, 2025, aimed at enhancing the capabilities of Civil Registry System (CRS) Outlet and National Identification (NID) System Registration Center personnel in validating supporting documents and identification cards. The training was led by Registration Officer II (RO II) Jefelyn L. Dalingay and Registration Officer I (RO I) Frizhiann Ivee T. Matute, equipping participants with the necessary skills to ensure accurate identity verification and prevent fraudulent transactions.
The initiative sought to enhance personnel competency in verifying clients' identities and authenticating documents presented during PSA transactions. The comprehensive training covered the security features and validation techniques for various identification documents, including the National ID, Civil Registry Documents (CRDs), Taxpayer Identification Number (TIN) ID, NBI Clearance, Police Clearance, Philippine Passports, Professional Identification Card, PhilHealth ID, and QCitizen ID Card—documents commonly used in both government and private sector transactions.
The training started with a detailed discussion on the security features of the National ID, presented by RO I Matute. She highlighted overt and covert security elements embedded in the ID and demonstrated the use of UV light technology to reveal hidden security features. Participants engaged in hands-on exercises to compare authentic and counterfeit National IDs, allowing them to develop an eye for detecting fraudulent documents.
RO II Dalingay led the next session on verifying Civil Registry Documents (CRDs), including birth, marriage, and death certificates. She introduced a mobile application designed to scan QR codes embedded in CRDs for real-time authentication. Participants tested the app firsthand, identifying irregularities in sample documents and strengthening their confidence in verifying CRDs in actual transactions. Following this, RO I Matute presented on the authentication of Taxpayer Identification Number (TIN) IDs, explaining the differences between old and new versions and demonstrating mobile verification methods, including the use of Mobile TIN ID.
Expanding on document security, RO II Dalingay covered the validation processes for NBI Clearance and Police Clearance, detailing their unique security features to help personnel recognize authentic copies and detect potential alterations. Meanwhile, RO I Matute provided an in-depth presentation on the Philippine Passport, showcasing its covert and overt security elements. Using UV light, she revealed hidden features embedded in the newly issued passports, ensuring participants could effectively differentiate between authentic and counterfeit passports.
Additionally, RO I Matute guided participants through the authentication of other commonly used identification cards, including the Professional Identification Card issued by the Professional Regulation Commission (PRC), the PhilHealth ID, and the QCitizen ID Card issued by the Local Government Unit (LGU) of Quezon City. She elaborated on the security features of each ID and their applications in various transactions, ensuring that personnel could accurately verify their authenticity.
The training concluded with an open forum, where participants actively engaged in discussions, raised questions, and clarified concerns regarding document authentication procedures. The interactive session allowed attendees to explore real-world scenarios, including handling suspicious or potentially fraudulent documents, responding to discrepancies, and utilizing mobile applications and security tools for verification. Resource speakers addressed these concerns by providing practical insights, reinforcing standard authentication protocols, and demonstrating additional security measures that personnel can apply in their daily operations.
