
The Kalinga State University (KSU) College of Law Third-Year Students collaborated with the Philippine Statistics Authority (PSA) - Kalinga for their Clinical Legal Education Program (CLEP) Level 1. This outreach program primarily focuses on educating communities about several special laws addressing pressing societal concerns. Through this initiative, they aim to bridge the gap between legal knowledge and community awareness, ensuring that individuals understand their rights and responsibilities under the law.
As part of the program, PSA-Kalinga staff from the Civil Registry and National Identification System conducted an Information, Education, and Communication (IEC) campaign on civil registration and the National Identification System. Their goal is to help individuals navigate the complexities of birth registration and other civil registry documents and also, national identification processes. Residents received direct assistance on issues such as civil registration concerns, National ID registration, the replacement of damaged or peeled-off National IDs, assistance in Digital National ID and the issuance of the National ID in paper form. These services are essential in helping individuals obtain official documentation required for employment, education, and access to government services.
The campaign officially commenced on February 22, 2025, at the Barangay Hall of Romualdez, Rizal, marking the beginning of an extensive outreach effort. Since then, the program has reached multiple barangays, with the most recent session held lat March 01, 2024 at the Barangay Hall of Camalog, Pinukpuk. Each visit has provided valuable opportunities for community members to receive guidance and assistance, fostering a greater understanding of their civil and legal rights. The enthusiastic participation of residents reflects the need for such initiatives, especially in geographically isolated areas where access to legal and registration services is limited.
Beyond civil registration and national identification concerns, the campaign also addresses broader legal issues affecting communities. With the participation of KSU’s CLEP students and the support of the Integrated Bar of the Philippines (IBP) - Kalinga Chapter, residents are given insights into various laws that impact their daily lives. This collaborative effort not only strengthens public legal awareness but also provides aspiring legal practitioners with hands-on experience in community service and legal education. By engaging with locals and understanding their concerns firsthand, law students gain a deeper appreciation of the role they will play in shaping a just and informed society.
The program is set to expand its reach further, bringing essential services and legal education to additional barangays. Upcoming visits will be conducted in Dupligan, Tanudan; Poblacion, Lubuagan; Balantoy, Balbalan; Paracelis, Mountain Province; the Tabuk City SK Federation; and the Lubo, Tanudan SK Federation. By continuously reaching out to more communities, the program remains committed to making legal services and civil documentation more accessible to those who need them most.
PSA-Kalinga, alongside its partners, upholds its mission to deliver efficient and inclusive services to the people. Through the combined efforts of legal professionals, law students, civil registration, and National ID personnel, the program ensures that individuals are not only informed but also empowered to take necessary steps in securing their legal identities. The ability to access civil registration and legal information without bureaucratic hindrances significantly improves the lives of many Filipinos, particularly those in remote areas.
