26 December 2024 – BANGUED, ABRA. The Philippine Statistics Authority (PSA) expanded its Philippine Identification System (PhilSys) registration services to the Filipino population by enhancing the capabilities of the PhilSys Registration Client and introduced additional 
functionality to the Registration Client by enabling children under the age of one to register in the PhilSys. This ensures inclusivity by registering all citizens, regardless of age and avoid future verification hurdles such as errors in birth registration.

Registration of children under one year old can now be done at any PhilSys mobile registration center or at the PSA-Abra Fixed Registration Center (FRC) with this new capability. The following demographic information will be collected about the child under one year old: full name, sex, date and place of birth, blood type, and address. The only biometric data gathered will be the front-facing photo. A child under one year of age must be accompanied by a parent or guardian since the PhilSys Number (PSN) is linked to the PSN of the accompanying parent or guardian. The accompanying individual must be registered to PhilSys before the child can be registered in PhilSys.

The identity and/or supporting documents of the child, along with the parent or legal guardian's PhilID/ePhilD, must be presented.

• In case the parent is not of legal age or unavailable, the accompanying guardian must also present the following:
           1. PhilID/ePhilID
           2. Authorization letter executed by the parent of the child
           3. Identification and/or identification and/or supporting documents of the child.
     • In case both parents are deceased, the accompanying guardian must also present the following:
           1. PhilID/ePhilID
           2. Certificate of Death/Report of Death of both parents of the child
           3. Identification and/or identification and/or supporting documents of the child.
     • In case of children under the care of an institutional population or facility, the accompanying guardian (head of the institution) must also present the following:
            1.  PhilID/ePhilID
            2. Agency ID
            3. Identification and/or identification and/or supporting documents of the child.


The PSA Abra Provincial Statistical Office (PSO) PhilSys Registry Team (PRT) implemented this new feature of the Registration Client on November 14, 2024. 22 children aged 0-11 months old were registered as of December 26, 2024.  The Abra PRT encourage parents and/or guardians of children below one year old to register their children in PhilSys.
