PSA Expands PhilSys Registration: Children Under 5 Now Eligible

 

22 March 2024 – BANGUED. The Philippine Statistics Authority (PSA) continues to provide registration services to the Filipino population by enhancing the capabilities of the PhilSys Registration Client.  They have introduced additional functionality to the Registration Client, enabling children under the age of five to register for the Philippine Identification System (PhilSys).

With this new capability, registration for children under five years old can now be done at any PhilSys mobile registration center or at the PSA-Abra Fixed Registration Center (FRC) sequentially. The following demographic information will be collected about the child: full name, sex, date and place of birth, blood type, and address. The only biometric data gathered from the children will be a front-facing photo. When the child turns five, a notification will be sent to the contact number provided to notify the parent or guardian about the process of gathering all biometric data at any registration center 180 days before the child's birthday, on the child's fifth birthday, and 180 days before the child's sixth birthday. Children must be accompanied by a parent or guardian since their PhilSys Numbers (PSNs) are linked to the PSN of the accompanying parent or guardian. Before the child can be registered in PhilSys, the accompanying individual must be registered to PhilSys.

The identity and/or supporting documents of the child, along with the parent or legal guardian's PhilID/ePhilD, must be presented.

  • In case the parent is not of legal age or unavailable, the accompanying guardian must also present the following:

  1. PhilID/ePhilID

  2. Authorization letter executed by the parent of the child

  3. Identification and/or identification and/or supporting documents of the child.

  • In case both parents are deceased, the accompanying guardian must also present the following:

  1. PhilID/ePhilID

  2. Certificate of Death/Report of Death of both parents of the child

  3. Identification and/or identification and/or supporting documents of the child.

  • In case of children under the care of an institutional population or facility, the accompanying guardian (head of the institution) must also present the following:

  1. PhilID/ePhilID

  2. Agency ID

  3. Identification and/or identification and/or supporting documents of the child.

The Philippine Statistics Authority (PSA)- Abra Provincial Statistical Office (PSO) PhilSys Registry Team (PRT) implemented this new feature of the Registration Client on February 13, 2024. They have registered 888 children aged 1-4 years old as of March 21, 2024.  The Abra PRT continues to encourage parents and/or guardian of children below five years old to register their children in PhilSys.
