Tabuk City, Kalinga — The Philippine Statistics Authority (PSA) - Kalinga Provincial Statistical Office has successfully completed 100% of the preliminary data presentations of the 2024 Community-Based Monitoring System (CBMS) for all municipalities and the city of Kalinga. 

In an interview, Senior Statistical Specialist (SrSS) Bonifacio G. Calizar Jr., who also serves as the Provincial Focal Person for CBMS, shared that with the completion of the presentations, Local Government Units (LGUs) can now compare progress from the 2022 CBMS results to the newly gathered 2024 data, particularly in relation to the Sustainable Development Goals (SDGs). These include indicators such as access to electricity, internet connectivity, food security, education, and other key development areas.

According to SrSS Calizar, there are a total of 21 SDG indicators available through CBMS data, which serve as a reliable foundation for data-driven decision-making and policy formulation. He added that the PSA Kalinga is set to officially turn over the 2024 CBMS data to all LGUs on August 26, 2025, simultaneously. As per SrSS Calizar, training for LGUs on data management and thematic mapping using CBMS will follow the turnover ceremony to further strengthen the capability of LGU representatives in maximizing the use of CBMS data for planning and program implementation.

The CBMS implementation, mandated under Republic Act No. 11315, is a household census that utilizes modern technologies for data collection, processing, and validation, aiming to provide evidence-based information for LGU planning, programming, and monitoring.

At the local level, CBMS serves as an essential socio-economic tool for identifying vulnerable sectors and guiding targeted poverty alleviation and development programs. At the national level, it provides critical information for agencies such as the Department of Social Welfare and Development (DSWD) to efficiently direct assistance to those most in need. The PSA also highlights CBMS’s role in producing locally disaggregated statistics on poverty and SDG indicators.

All eight (8) city and municipal LGUs of Kalinga had previously received their 2022 CBMS data, which they have used to update comprehensive land use plans and local development programs. The data has already guided initiatives such as the provision of sanitation facilities, fertility education programs, and the identification of strategic service facility locations.

In 2024, PSA Kalinga achieved 100% household coverage, further strengthening the capacity of LGUs to design evidence-based policies and programs for their communities. With the upcoming turnover of the 2024 CBMS results, local leaders are expected to have an even more robust dataset to track development progress and address community needs effectively.
