City of Baguio – The Philippine Statistics Authority Benguet Provincial Statistical Office (PSA-Benguet) has consistently worked to enhance birth registration rates, particularly among marginalized communities such as Indigenous Peoples (IPs) and Muslim Filipinos. On August 31, 2024, PSA-Benguet successfully conducted an Information Education Campaign (IEC) through the Birth Registration Assistance Project (BRAP) at the Barangay Hall in Irisan, Baguio City, in partnership with PhilSys ‘Rehistro Bulilit’ on August 31, 2024.
The launch of this service supports the PSA's goal of increasing the number of registered Filipinos. It aims to assist unregistered individuals in obtaining birth registrations and aligns with the CRVS tagline: “Get Every Pinoy and Pinay in the Picture.”
Minimum requirements include the following:
Negative Omnibus Certification issued by PSA;
Accomplished Affidavit for Delayed Registration of Birth at the back of the Certificate of Live Birth (COLB);
Affidavit of two (2) Disinterested Persons;
Certificate of Indigency issued by the Punong Barangay; and
Any proof of identity like Barangay Certificate, Driver’s License, among others, if applicable.
Under the Birth Registration Assistance Project, the PSA will issue a copy of the registration free of charge and transmit it to the concerned Local Civil Registry Office (LCRO) through established channels. The LCRO will then provide the registration to the registrant. Additionally, the BRAP team, through their dedication and ongoing efforts, utilized the event to enhance community knowledge and enlisted four individuals for verification to assist those seeking primary identification. This event represents a crucial advancement in enhancing access to social services and ensuring basic rights, as it allows individuals to use their birth records and PhilID to verify their legal identity.
