Representatives from the Local Government Unit (LGU) – Licuan-Baay, National Government Agencies (NGAs), and Civil Society Organizations (CSOs) also participated in the activities, aimed at bringing services closer to the people of the municipality.

The two-day caravan formally started with a prayer led by Rev. Fr. Rex Bugtong, followed by the singing of the National Anthem. MDRRMO and Services Coordinator Erosbon L. Sabedo introduced and acknowledged the participants. Barangay Chairmen Santiago Sannadan Jr. of Poblacion and Michael Molina of Tumalip delivered the welcome remarks. Local Chief Executive (LCE) Hon. Mayor Darwin L. Dominggo delivered his opening message. He gave a short briefing on what to expect on the two-day caravan. The LCE expressed his gratitude to all the participating NGAs and CSOs.  Afterwards, representatives from different agencies discussed their mandates and services. In behalf of Abra PSO Chief Statistical Specialist Felixberto B. Perdido, IO I Perez expressed her gratitude to LGU Licuan-Baay for inviting the agency to such activities. She informed the public that they could request SECPA copies of civil registry documents, which would be processed at the PSA CRS outlet in Bangued, Abra. Additionally, residents could avail of the Philippine Identification System (PhilSys) Step 2 Registration Services. Ms. Perez received the certificate of appreciation and token given to the PSO from the LGU. The LGU provided rice sacks, cash assistance, and food packs to each head of family and senior citizens. The Philippine Red Cross gave medicines to requesting participants, while the Department of Health distributed milk and vitamins to the malnourished children.

Various services were simultaneously rendered to the community throughout the programs in the two-day caravan. These included haircuts, manicures, pedicures, dishwashing liquid-making training, free eye check-up, and medical and dental services. The PSA personnel accepted requests for SECPA copies of civil registry documents, conducted PhilSys Step 2 Registration, and distributed Information, Education, and Communication (IEC) campaign materials. The PSO personnel addressed queries of the clients. The two-day caravan concluded with closing remarks from Sangunian Bayan Members (SB) Herminia G. Balanay and Loida T. Balbin.
