Section 3 of RepublicAct No. 11055, otherwise known as Philippine Identification System (PhilSys) Act, provides that the PhilSys shall be established to provide valid proof of identity for all citizens and resident aliens to simplify public and private transactions. To ensure an inclusive, secure and sustainable identification system, the Philippine Statistics Authority (PSA) aims to register all Filipinos, including children ages 1 to 4.

In registration, only the demographic information and front-facing photograph of the children shall be collected. The complete biometric information of the children shall be initially captured once they reach the age of five. In this case, a notification will be sent to the registered contact details of the children thru text message: a) 180 days before their 5th birthday, b) on their 5th birthday, c) 180 days before their 6th birthday, requesting them for initial capture of their complete biometric information at any PhilSys Registration Center.

For authentication purposes, the PhilSys Number (PSN) of the children shall be linked to the PSN of the guardian. In this case, the full name and PhilSys Card Number (PCN) of the accompanying parent or guardian shall be collected.         For children under the care of an institutional population, the child’s PSN shall be linked to the PSN of the incumbent head of the said institution.

During registration, bring any of the following documents in its original copy:

Certificate of Live Birth issued by the PSA or Local Civil Registry Office (LCRO)

Report of Birth issued by the PSA of Philippine Foreign Service Post (PFSP)

Certificate of Foundling or Certificate of Live Birth of Person with No Known Parent issued by the PSA

Municipal Form No. 102

Philippine Passport or ePassport issued by the Department of Foreign Affairs (DFA)
