In compliance to the national campaign of the Office of the Civil Registrar General to improve civil registration aligned with the three (3) goals of the Civil Registration and Vital Statistics Decade (CRVS Decade) for2015-2024 which are: a) Universal civil registration of births, deaths, and other vital events; b) All individuals with legal documentation to claim identity, civil status, and ensuring rights, and c) Accurate, complete, and timely vital registration are produced and disseminated. And to increase the level of civil registration especially in marginalized communities such as those belonging to the Indigenous People, Muslim Filipinos’ and the poorest sector in the country and ensuring that they have their PhilIDs issued which is a gateway for them to claim their social benefits and legal identity.

The Philippine Statistics Authority, Kalinga Provincial Statistical Office in partnership with the Local Civil Registrar’s Offices of Tabuk City and Rizal conducted mobile registration on the months of June and July 2022 to the different barangays of City of Tabuk and Municipality of Rizal. Participants of the said activity were the CCR, MCR and staff from the Local Civil Registrar’s Office, BRA, PBRAP Focal Person and the targeted individuals under Philsys Birth Registration Assistance Project.

Mrs. Lourdes Bayangan, CCR of Tabuk City conducted the first mobile registration on June 16, 2022 at Barangay New Tanglag followed by Cabaritan and Lanna respectively. Moreover, Mrs. Delia Jacob, MCR of Rizal also conducted mobile registration on July 27, 2022 at Barangay San Francisco, Rizal.

The CCR/MCR staff prioritized the registration of individuals included in the verification list. Barangay officials were also informed to call persons who do not have any certificate of live birth or unregistered individuals to be included on the list of PBRA project. They made sure that every person present on the said activity was given the chance to tell his/her story and they were able to cater their needs.

Before the registration started the CCR/MCR discussed the step-by-step process, the information to be filled up in the form and the documents to be submitted. They taught the applicants and at the same time the parents to avoid any errors on their certificate of live birth and cite possible effects of erroneous registration. Further, they briefly discussed about the process of this project, the timeframe and how they will receive the copy of their COLB and eventually their PSA copy of birth certificate.

PSA Kalinga PBRAP Focal person, ROII Jefelyn Dalingay also tackled about the importance of having an identity which is to have a birth certificate and how this PBRAP program will help them. She explained the main goals and objectives of the project to encourage the participants to become more interested and willing to do their part. She also addressed some of the concerns of the applicants like incomplete documents and no records at all. Moreover, the Birth Registration Agent Nick W. Awisan talked about the rationale and overview of the project. He provided examples and scenarios that will make the applicants more motivated and determined to finished the registration period and encourage their family members to avail the said program. He also focused on the task of all personnel involved in this project to do their given task and make it interesting yet enjoyable throughout the journey.

Furthermore, with the help of the barangay officials and staff, the mobile registration was successfully conducted with no problem encountered. All their concerns, issues and queries were all addressed properly.
