KALINGA PROVINCIAL STATISTICAL OFFICE: A SUMMARY REPORT ON THE CELEBRATION OF 2023 CIVIL REGISTRATION MONTH

In line with the celebration of the 33^rd Civil Registration Month this February 2023, the Philippine Statistics Authority (PSA) continuously advocates and supports the improvement of the country’s Civil Registration and Vital Statistics.  This year’s theme shall be “PSA @10: Providing Efficient and Effective Civil Registration and Vital Statistics through Digital Transformation”.

All Civil Registry Offices, Regional Statistical Services Offices (RSSOs), and Provincial Statistics (PSOs) are enjoined to organize and conduct activities for the month-long celebration such as but not limited to: display of streamers; motorcade; mobile registration; conduct of lectures and trainings; distribution of Information, Education and Communication materials; Civil Registration Quiz Bee; poster and slogan making contest; among others.

PSA Kalinga and the offices of the Local Civil Registrar in the province had the following activities:

A. Display of Streamers

The Office prepared and hanged Civil Registration Month streamer for the awareness of everyone in front of the office visible to the eyes of those passing by, office clients and others.

Local Government Units of Tabuk City, Rizal, Balbalan, Pasil, Lubuagan and Pinukpuk, Kalinga prepared and hanged their streamer also in front of their City/Municipal Hall.

B. Kick-off Activity

The kick-off activity of the provincial office was the launching of the Civil Registration Services Outlet on February 1, 2023.  It was opened with the cutting of ribbon and blessing of the outlet.  The launching was graced by PMS OIC-Director Clemente S. Manaog, RSSO-CAR Regional Director Villafe P. Alibuyog, Unisys Head of Operations Maria Victoria G. Villena, Unisys Regional Operations Heaad Allan Lopez, Representative from the Office of the Congressman of the Lone District of Kalinga and LCRs of the province.

C. Mobile Registration

The Philippine Statistics Authority (PSA) with the City Civil Registry Office (CCRO) of Tabuk City conducted mobile registration to identified applicants at Barangay Nambaran Gym on February 21, 2023.

D. Trainings

The office conducted a refresher course on civil registration for the employees on February 10, 2023 at the provincial office conference room.

• The office conducted lecture on civil registration at Tabuk City National High School on February 23, 2023.  It was attended by the Grade 10 students with 15 sections.

• The office conducted lecture on civil registration at Guilayon, Tabuk City on February 24, 2023.  It was attended by the senior citizens, person with disability and solo parents. 

E. Information Dissemination

1. Information Education Campaign

The office had an information education campaign on Civil Registration Laws to the Grade 10, 15 sections of Tabuk City National High School on February 23, 2023.

The office conducted information education campaign on civil registration at Guilayon, Tabuk City.  It was attended by the senior citizens, person with disability and solo parents.  It was conducted on February 24, 2023.

2. Radio Guesting

The City Civil Registrar’s Office of Tabuk City was invited as guest of Radyo Natin on their program “Magandang Tanghali Mayor on February 23, 2023 for their Civil Registration Month activity.

4. Publications

The office prepared and submitted infographics and a special release on the 2022 birth, marriage and death.  It highlights on the vital counts in the province compared last year and presented monthly.

F. Mass Wedding

Nine (9) couples tie the knot in a civil mass wedding ceremony Barangay Hall, Poblacion, Lubuagan on February 28, 2023.

Ten couples exchanged vows in a mass wedding ceremony officiated by Mayor Darwin C. Estrañero, Mayor of Tabuk City on February 22, 2023 at the Sangguniang Panlungsod Hall.

Six (6) couples tie the knot in an informal civil mass wedding ceremony at the Mayor’s office at Rizal, Kalinga on February 27, 2023.

G. Quiz

The office conducted a quiz on civil registration laws, and processes for the employees on February 10, 2023.

H. Free Registration and Issuance

LUBUAGAN

The Local Civil Registrar Office of Lubuagan celebrated the civil registration month through the free registration and issuance of birth, marriage and death certificate and other certifications from February 20-28, 2023. 

BALBALAN

The Local Civil Registrar Office of Balbalan celebrated the civil registration month through the free registration and issuance of birth, marriage and death certificate and other certifications on February 28, 2023.

RIZAL

The Local Civil Registrar Office of Rizal celebrated the civil registration month through the free registration and issuance of birth, marriage and death certificate and other certifications on February 28, 2023.

PINUKPUK

The Local Civil Registrar Office of Pinukpuk celebrated the civil registration month through the free registration and issuance of birth, marriage and death certificate and other certifications on February 28, 2023.

PASIL

The Local Civil Registrar Office of Pasil celebrated the civil registration month through the free registration and issuance of birth, marriage and death certificate and other certifications on February 28, 2023.

J. Civil Registra'rs Forum

The Municipal Civil Registrars from the different municipalities of Kalinga attended the forum and reported activities to be done for the Civil Registration Month on February 9, 2023.

K. Issuance of Free authenticated Birth Certificate

The office initiated the provision of certificates of live birth for Senior Citizens, Persons with Disability and solo parent at Barangay Guilayon, Tabuk City on February 24, 2023.  Forty-three (43) individuals benefited from the program.
