Proclamation No. 682 declared the month of February of every year as Civil Registration Month. This February 2022, the 32nd Civil Registration Month will be celebrated with the theme: “Improving Civil Registration and Vital Statistics Implementation Strategies through Digital Transformation”.
Memorandum Circular No. 2022-03 encourages all City/Municipal Civil Registrars/Officers-in-Charge to organize and conduct activities for the month-long celebration such as but not limited to: display of streamers, mobile registration, trainings, printing and dissemination of information, education, and communication materials, civil registration quiz bee, and poster and slogan making contest.
PSA Kalinga and the offices of the Local Civil Registrar in the province had the following activities:
A. Display of Streamers
The Office prepared and hanged Civil Registration Month streamer for the awareness of everyone in front of the office visible to the eyes of those passing by, office clients and others.
Local Government Units of Tabuk City, Rizal, Pasil, Tanudan, Lubuagan and Pinukpuk, Kalinga prepared and hanged their streamer also in front of their City/Municipal Hall.
B. Kick-off Activity (Clean-up drive)
As a commitment of the office that extends beyond its mandates, the employees suggested of giving services through an environment cleaning activity to start the Civil Registration Month celebration. The clean-up drive covered two streets, Silao and De Jesus Street of Barangay Bulanao.
C. Trainings
The office conducted a training for the employees on RA 11222 or the so-called “Simulated Birth Rectification Act” on February 7-8, 2022 at the provincial office conference room.
A training on RA 11222 was also conducted by the Provincial Social Welfare and Development Office in partnership with the office on February 2, 2022 at Davidson Hotel. It was attended by the Municipal Social Welfare Officers from the different Municipalities of Kalinga.
Another training was conducted by the Local Civil Registrar’s Office of Tanudan in partnership with PSA Kalinga on February 24, 2022 at Davidson’s Hotel. Barangay Captain, secretaries and Health Workers from the sixteen barangays of Tanudan were the participants of the said training. Personnel from PSA served as resource speakers.
PSA-CAR conducted a two-day Training-Workshop on Processing DVSS Data Files Using CSPro and Excel. It was attended by three PSA Kalinga employees on February 15-16, 2022 via zoom at the PSA conference room.
D. Information Dissemination
1. Information Education Campaign
The office had an information dissemination on Civil Registration Laws to the parents and teachers of Appas Elementary School during its Parent Teachers Association Meeting.
The office of the Civil Regisrtar of Rizal had an information dissemination on Civil Registration Month and Philsys Barangay Registration Assisted Project to the Barangay Captains.
The City Civil Registrar’s Office of Tabuk City conducted information dissemination on Marriage License and procedures at Calaccad, Tabuk City on February 11, 2022.
2. Radio Guesting
The City Civil Registrar’s Office of Tabuk City was invited as guest of Radyo Natin on their program “Magandang Tanghali Mayor on February 18, 2022 for their Civil Registration Month activity.
3. Distribution of IEC materials (Birth, marriage and death fact sheets 2021)
4. Special Release
The office prepared and submitted fact sheets, infographics and a special release on the 2021 birth, marriage and death. It highlights on the vital counts in the province compared last year and presented monthly.

E. Mass Wedding
The Municipality of Tinglayan conducted a mass wedding at the Mayor’s office on February 21, 2022.
Another mass wedding was conducted at Nambucayan, Tabuk City. There were seventeen (17) couples who exchanged their “I do’s” on the Saturday of February 26, 2022
In Lubuagan, 18 couples exchanged 'I Dos' in a Mass Wedding sponsored by the Municipal Local Government of Lubuagan at the Eco-Tourism and Cultural Center in Barangay Poblacion. The marriage rites was solemnized by Mayor Charisma Ann Dickpus.
The event was also graced by Rev. Jane Bentres, Ptr. Lyndin Rosite, Ptr. Jovito Garcia, Rev. Fr. Louie Espinola, Ptr. Virginia Kinobong, the St. Peter's Choir, and the different principal sponsors.
The Office of the Municipal Civil Registrar of Rizal served as witness to a wedding ceremony during the celebration of the civil registration month.

F. Quiz
The office conducted a quiz for the employees regarding RA 11222 to create awareness on said Republic Act.
G. Free Registration and issuance
The Local Civil Registrar Office of Lubuagan celebrated the civil registration month through the free registration and issuance of birth, marriage and death certificate and other certifications from February 21-25, 2022.
The Local Civil Registrar Office of Balbalan celebrated the civil registration month through the free registration and issuance of birth, marriage and death certificate and other certifications on February 28, 2022.
H. Civil Registrars’ Forum
The Municipal Civil Registrars from the different municipalities of Kalinga attended the forum and reported activities to be done for the Civil Registration Month on February 4, 2022.
