ENJOINING ALL LOCAL GOVERNMENT UNITS OF ABRA TO PROVIDE SUPPORT IN THE COMPILATION OF THE PROVINCIAL PRODUCT ACCOUNTS (PPA) OF THE PROVINCE OF ABRA

WHEREAS, pursuant to Philippine Statistical Act of 2013, the Philippine Statistics Authority (PSA) is the central statistical authority of the Philippine government in primary data collection and the development of integrated social and economic statistics including the national accounts;

WHEREAS, the PSA regularly compiles the Quarterly and Annual National Accounts, the Gross Regional Domestic Product (GRDP) and the Gross Regional Domestic Expenditure (GRDE), Income and Outlay Accounts, Input-Output Accounts, Satellite Accounts including Tourism and Health, and other relevant macroeconomic indicators;

WHEREAS, three pilot compilations of the Provincial Product Accounts (PPA) were done for the provinces of Palawan in 1998 and 2017 and Guimaras in 2006 which can serve as reference in the generation of such account;

WHEREAS, in order to better understand the performance of the economy and to ensure a more effective planning towards economic and social development, the data should be characterized further at the subregional level;

WHEREAS, to respond to local and international commitments such as the Regional Development Plan (RDP) 2022-2028, Philippine Development Plan (PDP) 2022-2028, and the Sustainable Development Goals (SDGs), more granular statistics are necessary;

WHEREAS, the PPA aims to present a comprehensive picture of the city/provincial economies by providing a more appropriate measure and assessment of the economic performance and progress and development of all cities and provinces;

WHEREAS, the PSA started the compilation of the PPA in 2021, initially with fourteen (14) provinces and six highly-urbanized cities (HUCs) from the MIMAROPA, Central Visayas, and Northern Mindanao regions;

WHEREAS, for 2022, the Cordillera Administrative Region (CAR) has been identified as one of the six regions to compile the PPA;

WHEREAS, administrative data from local government units are vital in generating accurate estimates of the economic performance of provinces in the region;

WHEREAS, during data collection, only a few municipalities in the Province of Abra submitted administrative data needed for the compilation of the PPA;

WHEREAS, the assistance of the Department of Interior and Local Government (DILG) – CAR, having general supervision over local government units is essential for the successful   collection of municipal data needed for the PPA;

NOW, THEREFORE, on motion duly seconded, BE IT:

RESOLVED, AS IT IS HEREBY RESOLVED, that the Regional Statistics Committee-CAR (RSC-CAR) enjoins all local government units of the Province of Abra to provide support in the compilation of the PPA of the province.

RESOLVED FURTHER, that DILG-CAR through the DILG - Abra Office of the Provincial Director and the Municipal Local Government Operations Officers in the province of Abra is requested to assist and monitor compliance of the municipal LGUs in the PPA undertaking;

RESOLVED FINALLY, that copies of this Resolution be furnished to the agencies and LGU offices concerned for their information and appropriate action.
