APPROVING THE CREATION OF THE COMMUNITY-BASED MONITORING SYSTEM (CBMS) TECHNICAL COMMITTEE AND ITS TERMS OF REFERENCE

WHEREAS, Republic Act No. 11315 otherwise known as Community-Based Monitoring System Act (CBMS Act) was enacted on 17 April 2019, institutionalizing the conduct of the Community-Based Monitoring System (CBMS) in every city and municipality in the country;

WHEREAS, Section 14 of the Act provides for the creation of the CBMS Council composed of the Philippine Statistics Authority (PSA), Department of the Interior and Local Government (DILG), and Department of Information and Communications Technology (DICT), to be headed by the PSA, for purposes of achieving secure and efficient data sharing arrangements between and among concerned cities and municipalities and national government agencies to be used for their particular social protection and welfare programs and projects;

WHEREAS, the CBMS Council, in its Resolution No. 06, Series of 2021, approved the establishment of the Provincial and City/Municipal CBMS Coordinating Boards;

WHEREAS, to ensure smooth flow of the operations at all geographic and administrative levels considering the extent of the CBMS undertaking, this Committee deemed it necessary to create a technical committee that will be responsible for overseeing the CBMS operations;

 

NOW, THEREFORE, on motion duly seconded, BE IT:

RESOLVED, as it hereby resolved, that the Committee approves the creation of the CBMS Technical Committee (TC) with the following composition and terms of reference:

 

COMPOSITION

Chair:               Philippine Statistics Authority (PSA)

Co-Chairs:       Department of the Interior and Local Government (DILG)

                        Department of Information and Communications Technology (DICT)

Members:

  1. National Economic and Development Authority (NEDA)
  2. Commission on Population (POPCOM)
  3. Department of Education (DepEd)
  4. Department of Health (DOH)
  5. Department of Public Works and Highways (DPWH)
  6. Department of Social Welfare and Development (DSWD)
  7. Department of Agriculture (DA)
  8. Department of Tourism (DOT)
  9. Benguet State University (BSU)
  10. Jaime V. Ongpin Foundation, Inc. (JVOFI)
  11. City Government of Baguio
  12. State Universities and Colleges of CAR

 

TERMS OF REFERENCE:

  1. Monitor the implementation of the CBMS in the region;
  2. Provide technical support to logistics and other requirements of the CBMS operations;
  3. Prepare recommendations in aid of resolving issues and concerns encountered in the conduct of CBMS escalated by the Provincial/Municipal CBMS Coordinating Boards; and
  4. Submit recommendations and reports to the RSC-CAR thru the Secretariat for appropriate action.

RESOLVED FINALLY, that the concerned agencies be given a copy of the resolution.
