WHEREAS, the Philippine Statistics Authority-Regional Statistical Services Office Cordillera Administrative Region (PSA-RSSO CAR) embarked on the compilation of the physical asset and flow accounts for water resources of the Cordillera Administrative Region supported by the Environment and Natural Resources Accounts Division (ENRAD) of the Macroeconomic Accounts Services (MAS) of the PSA;
WHEREAS, the project was conceptualized for the following objectives: to support the institutionalization of the environmental economic accounting by following the United Nations System of Environmental-Economic Accounting (SEEA) 2012 Central Framework; and specifically, to come up with (1) asset accounts for water resources (assets include surface water - artificial reservoirs, rainwater catchment facility, water treatment facility, lakes, rivers and streams) and (2) flow accounts for water resources of the region;
WHEREAS, the project was undertaken with the data and technical and support of the Regional Statistics Committee’s Task Force for Water Accounts (TFWA) composed of the Department of Environment and Natural Resources-CAR (DENR-CAR), National Economic and Development Authority-CAR (NEDA-CAR), Environmental Management Bureau-CAR (EMB-CAR), Watershed and Water Resources Research Development and Extension Center-Baguio (WWRRDEC-Baguio), Mines and Geosciences Bureau-CAR (MGB-CAR), National Irrigation Administration-CAR (NIA-CAR);
WHEREAS, the final results were presented to the National Statistician of the Philippine Statistics Authority on 17 June 2021, and to the CAR Environment and Natural Resources Accounting (ENRA) Steering Committee on 29 July 2021;
WHEREAS, the Committee commends the CAR water resources accounting as the first in the country and as fulfillment to the subscribed statistical activity under the Environment and Multi-Domain Statistics of the CAR Regional Statistical Development Program (RSDP) 2017-2023;
NOW, THEREFORE, on motion duly seconded, BE IT:
RESOLVED, AS IT IS HEREBY RESOLVED, that the Regional Statistics Committee-CAR, duly assembled, endorses the Physical Asset and Flow Accounts for Water Resources of CAR: 2008-2018 to the Regional Development Council (RDC)-Cordillera Administrative Region (CAR) as input for regional development planning and policy formulation;
RESOLVED FURTHER, that the Physical Asset and Flow Accounts for Water Resources of CAR: 2008-2018 is also endorsed to the different sectoral committees of the RDC and other regional stakeholders;
RESOLVED FINALLY, that the Committee, thru the Secretariat, shall monitor the policy uses of the Physical Asset and Flow Accounts for Water Resources of CAR: 2008-2018.
