WHEREAS, standard classification systems are used to achieve uniformity and comparability of statistics generated at the national and international levels;
WHEREAS, Republic Act 10625 mandates the Philippine Statistics Authority (PSA) to develop and prescribe uniform standards and classification systems in the generation of official statistics to ensure harmonization of statistics in the country and at the international level, and to coordinate to local government units (LGUs) on the promotion and adoption of statistical standards involving techniques, methodologies, concepts, definitions and classifications;
WHEREAS, one of the classification systems being maintained by the PSA is the Philippine Standard Industrial Classification (PSIC), which is based on the International Standard Industrial Classification (ISIC) issued by the United Nations Statistics Division (UNSO) in 2009;
WHEREAS, PSIC is a classification of industries prevailing in the country according to their specific economic activities;
WHEREAS, in the absence of international revisions or amendments by the UNSD on ISIC, the 2009 PSIC was updated in 2019 to take into account the emerging industries as well as new production patterns in the country due to changes in technologies and more globalized economy for better economic analysis and decision making;
WHEREAS, the 2019 Updates to the 2009 PSIC was approved and adopted through PSA Board Resolution No. 19, Series of 2019;
NOW, THEREFORE, on motion duly seconded, BE IT:
RESOLVED, AS IT IS HEREBY RESOLVED, that the RSC-CAR enjoins the Regional Line Agencies, Local Government Units (LGUs) and the private sector in CAR to adopt the 2009 Philippine Standard Industrial Classification with 2019 Updates in all its statistical activities to ensure uniformity, consistency and comparability of data produced by both government and private sectors.
RESOLVED FURTHER, that the PSIC can be downloaded from the PSA website with the URL https://psa.gov.ph/classification/psic/ and/or download the e-Classification app from the Google Play Store to Android devices;
RESOLVED FURTHERMORE, that the LGUs shall take attention to implement PSIC on their business licensing in preparation for the compilation of their respective province’s Provincial Product Accounts (PPA) (the measurement of the province’s economy);
RESOLVED FINALLY, that PSA-CAR and the Provincial Statistical Offices (PSOs) shall assist in the adoption of the PSIC in the region by serving as resources in orientations and workshops in the standard classification systems.
