WHEREAS, Republic Act No. 11315 otherwise known as Community-Based Monitoring System Act was enacted on 17 April 2019, to institutionalize the conduct of a Community-Based Monitoring System (CBMS) in every city and municipality in the country;
WHEREAS, the CBMS shall generate updated and disaggregated data necessary in targeting beneficiaries, conduct more comprehensive poverty analysis and needs prioritization, design appropriate policies and interventions, and monitor impact over time;
WHEREAS, the CBMS Act and the Implementing Rules and Regulations (IRR) mandates the Philippine Statistics Authority (PSA) to implement the CBMS;
WHEREAS, for 2021, the PSA will implement a pilot test for the enhanced CBMS questionnaires, system applications, and field protocols in only seven (7) selected pilot municipalities and cities (PSA-funded CBMS) due to limited budget;
WHEREAS, with the unanticipated volume of manifestation from Local Government Units (LGUs) to join the 2021 Pilot CBMS, the PSA could only accommodate five (5) non-pilot LGUs (LGU-funded CBMS) due to the limited manpower resources and constraints in mobility posed by the current pandemic;
WHEREAS, the City Government of Baguio, thru letter dated 21 April 2021, manifested their interest to implement the CBMS this year along with the PSA’s pilot operation;
WHEREAS, the City, thru letter dated 12 May 2021, reaffirmed their intention to participate in the 2021 Pilot CBMS as non-pilot LGU and has allotted an amount of forty-five million pesos (PhP 45,000,000.00) exclusively for the implementation of CBMS in 2021;
NOW, THEREFORE, on motion duly seconded, BE IT:
RESOLVED, AS IT IS HEREBY RESOLVED, that the RSC-CAR duly endorses the City of Baguio to be accommodated as one of the non-pilot LGUs to be assisted by the PSA during the 2021 Pilot CBMS;
RESOLVED FINALLY, that this endorsement/resolution be forwarded to the National Statistician and Civil Registrar General for consideration thru the Community-Based Statistics Service (CBSS) of the PSA.
