WHEREAS, the Regional Task Force on Tourism Statistics was created by virtue of RSC-CAR Resolution No. 08 series of 2018 approved on 17 August 2018 in order to improve tourism statistics for the measurement of the tourism sector’s contributions to the region’s economy through the Tourism Satellite Accounts (TSA);

WHEREAS, the Cordillera TSA project is spearheaded by the Philippine Statistics Authority-CAR and together with the Task Force, were able to  come up with four (4) preliminary TSA tables covering the periods 2016-2019, of which three tables have provincial breakdowns;

WHEREAS, the CAR TSA is estimated based on the approved two international frameworks of the United Nations (UN), and in coordination and consultation with the various stakeholders;

WHEREAS, with the preparation of the preliminary tables of the 2016-2019 Tourism Satellite Accounts of CAR signifies the relative success of the pilot project and a significant step that shows that tourism accounting can be done at the regional level;

WHEREAS, the estimation of the regional tourism accounts is envisioned to be a continuous project of the region and there is a need to reconstitute the Task Force on Tourism Statistics to a Technical Working Group to function to assist not only the estimation of TSA and its succeeding activities but also to the improvement of tourism statistics of the region as a whole;

NOW, THEREFORE, on motion duly seconded, BE IT:

RESOLVED, as it hereby resolved, that the Committee approves the reconstitution of the regional Task Force on Tourism Statistics to Technical Working Group on Tourism Statistics;

RESOLVED FURTHER, that the TWG on Tourism Statistics will be chaired by PSA and DOT as co-chair and the members are the following:

1. National Economic and Development Authority (NEDA)
2. Bureau of Immigration (BI)
3. Baguio City Tourism Office
4. Provincial Tourism Office – Abra
5. Provincial Tourism Office – Apayao
6. Provincial Tourism Office – Benguet
7. Provincial Tourism Office – Ifugao
8. Provincial Tourism Office – Kalinga
9. Provincial Tourism Office – Mt. Province
10. Baguio Association of Hotels and Inns (BAHAI)
11. Travels and Tours Representative

RESOLVED FURTHERMORE, that the TWG shall undertake the following functions: (1) provide technical assistance to PSA-CAR in the estimation of the regional TSA, (2) formulate measures to resolve data gaps and address other statistical issues related to tourism in the region, and (3) prepare a report  of the activities undertaken and report to the Committee;

RESOLVED FINALLY, that the concerned agencies be given a copy of the resolution.
