CREATING THE REGIONAL TASK FORCE ON WATER RESOURCES ACCOUNTING OF THE CORDILLERA ADMINISTRATIVE REGION

WHEREAS, accounting the environment and natural resources of the region are necessary in planning and policy formulation, i.e. for climate change mitigation and adaptation, for monitoring of programs, projects, and the Sustainable Development Goals (SDG) and for provision of data support to other cross-cutting environmental issues;

WHEREAS, the United Nations (UN) System of Environmental-Economic Accounting (SEEA) 2012 Central Framework, was adopted as an intemational standard by the UN Statistical Commission for environmental-economic accounting at its 43rd Session in 2012;
 
WHEREAS, SEEA 2012 Central Framework is a multipurpose framework that describes interaction between the economy and the environment, and the stocks of environmental assets;
 
WHEREAS, the Regional Statistical Services Office CAR had taken initiative to institutionalize the SEEA 2012 Central Framework in the region through the Environmental and Natural Resource Accounting (ENRA) Project;
 
WHEREAS, the ENRA Project have produced three accounts namely, Asset Accounts for Land: 1999-2018, Asset Accounts for Timber Resources: 1999-2018 and Asset Accounts for Mineral Resources: 2004-2016;
 
WHEREAS, this 2019, the ENRA Project is geared towards the compilation of Physical Asset and Flow Accounts for Water Resources of the Cordillera Administrative Region;
 
WHEREAS, a task force shall be created to ensure data support from source agencies and facilitate the compilation of the water resources accounts;
 
NOW, THEREFORE, on motion duly seconded, BE lT:
 
RESOLVED, AS lT lS HEREBY RESOLVED, that the Regional Statistics Committee (RSC) duly convened approves the creation of the Regional Task Force on Water Resources Accounting of the Cordillera Administrative Region and be composed of the following:

Chair:  Philippine Statistics Authority (PSA)
Co-Chair: Department of Environment and Natural REsources (DENR)
Members:

  1. Enviromental Management Bureau (EMB)
  2. Mines and Geosciences Bureau (MGB)
  3. Watershed And Water Resources Research Development and Extension Center (WWRRDEC)
  4. National Economic and Development Authority (NEDA)
  5. National lrrigation Administration (NlA)
  6. Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA)
  7. Baguio Water District (BWD)
  8. La Trinidad Water District (LTWD)
  9. National Power Corporation (NPC)
  10. City Environment and Parks Management Office (CEPMO)
  11. Philippine Economic Zone Authority (PEZA)
  12. Department of Trade and Industry (DTl)
  13. Benguet State University (BSU)

 

RESOLVED FURTHER, that PSA-RSSO CAR shall serve as the task force secretariat and the task force may invite other agencies/institutions to sit as members of the task force depending on the needs;
 
RESOLVED FURTHERMORE, that the task force shall undertake the following functions: (1) gather and/or provide data needed for the water resources accounting, (2) prepare and accomplish the accounts matrices for the physical asset and flow accounts for water resources for CAR following the SEEA 2012 Central Framework, (3) attend task force meetings and compilation workshops, and (4) provide inputs in the preparation of projecl reports and publications;
 
RESOLVED FINALLY, that copies of this Resolution be fowarded to concemed agencies for their information and/or appropriate action.
