WHEREAS, one of the major household survey conducted every three years by the Philippine Statistics Authority (PSA) is the Family Income and Expenditure Survey (FIES);

WHEREAS, the conduct of the FIES is one of the statistical programs subscribed under the chapter on Environment and Multi-Domain Statistics (Chapter 4.3) of the Cordillera Administrative Region (CAR) Regional Statistical Development Program (RSDP) 2017-2023;

WHEREAS, the FIES aims to:

  • Gather data on family income and family living expenditure and related information affecting income and expenditure levels and patterns in the country;
  • Determine the sources of income distribution, levels of living and spending patterns, and the degree of inequality among families;
  • Provide benchmark information to update weights in the estimations of Consumer Price Index (CPI); and
  • Provide inputs in the estimation of the country's poverty threshold and incidence.

WHEREAS, the FIES is important for the;

  • Estimation of the household account in the System of National Accounts and balances;
  • Measurement of the Human Development Index (HDI);
  • Measurement of poverty; and
  • Measurement of the levels of living of different sections of the population and disparities in levels of living accross geographical regions and socio-economic groups and for inter-temporal comparisons of these levels of disparities.

WHEREAS, the FIES results are valuable inputs in development planning, policy formulation and monitoring development activities;

WHEREAS, the 2018 FIES enumeration will be conducted twice: the first visit will be on July 2018 with the first semester (January to June) of 2018 as the reference period, and the second visit will  be on January 2019 with second semester (July to December) of 2018 as reference period;

WHEREAS, the support of the government and the private sectors in the region is crucial in coming up with accurate and reliable FIES data for the Cordillera region;

WHEREAS, the PSA preserves the confidentiality of sensitive data through the release of statistical tables only;

NOW,THEREFORE, on motion duly seconded, BE IT:

RESOLVED AS IT IS HEREBY RESOLVED that the Committee enjoins the Regional Line Agencies, Local Government Units and the private sector to support the conduct of the 2018 Family Income and Expenditure Survery (FIES) by (1) accommodating FIES enumerators if visited, and providing truthful information; and (2) helping inform the general public of the FIES and encouraging them to accord the same support
