WHEREAS, pursuant to the National Budget Memorandum No. 93 dated April 2, 2001, the Regional Statistical Coordination Committee in the Cordillera Administrative Region (RSCC-CAR) enjoined Regional Line Agencies to submit Statistical Budget Proposals to the RSCC-CAR Secretariat, namely the National Statistical Coordination Board Regional Unit-CAR (NSCB RU-CAR);

WHEREAS, the NSCB RU-CAR evaluated the CY 2002-2004 Statistical Budget Proposal of the MGB-CAR to ensure consistency with Executive Order 352 or the System of Designated Statistics, the thrusts of the Philippine Statistical Development Program 1999-2004, and other national and regional concerns;

WHEREAS, after the devolution of functions to LGUs on Sand and Gravel (SAG) activities, the MGB-CAR in its data production found out the low turnout of SAG permittees in the LGU and the proliferation of illegal SAG activities throughout the region;

WHEREAS, the conduct of study will provide reliable data that would be beneficial to the accounting and monetary valuation of the region's sand and gravel non-metallic minerals;

WHEREAS, the study is also vital in research and development studies in the region to improve our construction industry;

WHEREAS, additional revenue generation will be expected upon proper regulation and monitoring activities of the LGUs in coordination with MGB-CAR;

WHEREAS, the mandate of MGB-CAR to promote the rational exploration, development, utilization and conservation of the region's mineral resources by establishing and installing the mechanism of database updating and management;

WHEREAS, the following statistical activity is needed to implement the Regional Statistical Development Program and the MGB-CAR is the proper government unit to conceptualize, obtain authorization, source out funding and implement the same:

NOW THEREFORE, on motion duly seconded, BE IT:

RESOLVED AS IT IS HEREBY RESOLVED, that the Regional Statistical Coordination Committee-CAR approves and endorses to the Honorable Secretary the favorable consideration of the above concerns and the inclusion of the budgets of the above statistical activities of the MGB-CAR, amounting to TWO MILLION FOUR HUNDRED NINETY EIGHT THOUSAND EIGHT HUNDRED NINETY EIGHT PESOS (P 2,498,898.00), into the CY 2002-2004 Budget Proposal of the DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES.

UNANIMOUSLY APPROVED this 30th day of April 2000 at Baguio City, Philippines.
